Representative SUB7ECT: Parking Lot'Plan -Crystal Park Center;. proposed office facility to be located at the southwest corner of State Highway 6 Frontage Road and F.M. 2818: (95-415) A Project Review Committee meeting was held Wednesday, January 10, 1996 to discuss the above .mentioned parking lot plan. Assistant City: Engineer Morgan moved to approve the proposed site plan with the following ordinance requirements and. comments: CONDITIONS OF APPROVAL:. Discretionary Items: The Committee encouraged the redesign of the existing access road to open up the radius in order to provide a safer entrance .and exit. This is not a requirement. The following is a .list of ordinance requirements identified by the Project Review Committee.. This list does not relieve the applicant of total compliance with all current ordinance requirements. Ordinance Reduirements: Site Plan Related.• _ Correct the fire hydrant relocation detail. to match the site plan, (The disconnecting and reinstallation of the existing fire hydrant is allowed if approved by the inspector for reinstallation.) PRC Report Crystal Park Ctr. Case #95-415 Page Z of 3 Ordinance Requirements ..(cont.):.: Site Plan Related.• Note that the utility easements as shown are all existing easements per the final plat. Remove the fire lane from the. entrance drive along he rear of the building. Afire. lane is not required in this area' and sufficient turnaround is not provided. Staff cannot approve construction on someone else's property -the triangular piece of property not owned by the applicant. Provide a letter from the property. owner granting permission to construct on their .property prior to_ issuance of a building. permit. or site drainage development permit.. Non-Site Plan Related.• _ The proposed 3/4" irrigation and 1" building service: water .meters must be coordinated withthe engineering plans. Submit water and sanitary sewer .demands. _ Submit an irrigation :plan prior to issuance of a certificate of occupancy. Landscape Plan Related.• Note that the tree survey is a complete survey. The proposed screening along F.M. 2818 is nqt adequate. Provide five gallon photinias on 5' centers along .thee F.M. 2818 frontage to meet the minimum Streetscape screening requirements. _ Verify the 24' tree barricades and the location of the .existing trees that are being preserved; There does not seem to be enough room for the required barricades for the existing trees. (Three of the five trees to be preserved are close to drives and .curbs. If they cannot be barricaded sufficiently; modify the landscape legend and point tabulation. Comments/Concerns: Submit an elevation certificate prior to approval of the slab by the Inspection Department. _ .Return the Electric Service Request form for the required underground electrical service. The developer is responsible. for 20% of the cost of electrical service including the installation of all conduit, .transformer pads and junction boxes per city design and specifications. The .meter will be located on the transformer and service from the transformer to the building is' the responsibility of the .owner. Submit service voltage (120/208v 3 ph.) or (277/480v 3 ph.), electrical load data and outside disconnect location. Coordinate electrical service requirements with Electrical Operations Coordinator Tony Michalsky at (409) 764-3660.. Coordinate details with G.T.E. Case #95-415 Page 3 of 3 P&Z Representative Hall seconded the motion to approve the _site plan with the above mentioned conditions which passed unopposed (3 - 0). SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE. REVISED SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS.. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT COORDINATOR SHIRLEY VOLK AT (409) 764-3.570. APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee to the Planning and Zoning Commission within five days. after the PRC Committee meeting.. Failure to appeal the PRC action .shall constitute a contractual acceptance of all. conditions :imposed, and a waiver and surrender of all complaints, defects, or potential .invalidity, whether under state or federal law. An applicant appealing: the decision. of the PRC shall file ten copies of .the final' site plan as approved by the PRC, showing all changes and requirements :imposed by the PRC, and accompanied by a wntten explanation of those items being appealed. Until said copies are on file, no further development approval shall occur, and no further action by the. Commission shall take place. An applicant may appeal only certain aspects of site plan review, and in the absence of discretionary' review by the Commission, or review pursuant to a petition, all other aspects of the site plan shall be final. Any notice of appeal. shall state with particularity the aspects which are to be appealed.
