Representative SUBJECT: Parking Lat Plan -Blockbuster Video Expansion; proposed expansion to the existing Blockbuster Video building located at ?00 University Drive East in The Village shopping center an the southeast corner of Tarrow and University Drive. (95-417) A Project Review Committee meeting: was held Wednesday, August 9, 1995 to discuss the above mentioned parking lot plan. Assistant City Engineer Morgan moved to approve the proposed site plan with the following discretionary items, ordinance requirements and comments: CONDITIONS OF AFPROVAL: Discretionary Tterns: At the time of site plan review, no drainage information for the .project was available. If the drainage significantly alters the approved-site plan, staff has the. discretion to require that the site plan be reviewed again by the Project. Review Committee. The following is a list of ordinance requirements identified by the Project Review Committee.. This list does not relieve the. applicant of total compliance with. all current ordinance requirements. Ordinance Requirements: _ Submit a .topography, final grading plan and other .pertinent drainage information. A drainage development permit is required prior to any site work. _ At the final inspection and prior to issuance of a certificate of occupancy the entire Blockbuster Video site must be in compliance including fire lane markings and landscaping. Requirements ;cont.): _ The durnpster location must be angled 45 degrees and be a minimum of a four yard front end loaded dumpster. Show screening details on the site plan. _ Correct the parking legend to require .one parking space per 250 square feet for a total of 30 parking spaces required. Determine if curbing is actually located along the existing driveways in the general.. area. _ Note the total site area including phase lines for the existing and proposed development. _ Shaw the location and size of both public and private, existing and ..proposed utilities within or adjacent to the proposed project site if the utilities are separate from the existing Blockbuster Video site. The existing 6" raised. curb located along the most easterly property line must be repaired so that it is continuous with the existing driveway prior to issuance of a certificate of occupancy. Comments/Concerns: _ Show the pavement elevations more clearly of the 2' walk in the drive thru area and the .driveway itself The 2' walk may make it difficult to reach cars in the drive thru lane. _ Coordinate telephone service details with G.T.E. Representative La Verne Akin at (409) 821-4723. _ Provide electrical load information for the expansion. Coordinate electrical service details with Electrical Operations Coordinator Tony Michalsky at (409) 764-3660. P&Z Representative .Lightfoot seconded .the motion to approve the site plan with the above mentioned conditions which passed unopposed (3 - 0). SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE PLAN ATTACHED TO CONTINL7E WITH PHASE II OF THE BUILDING PERMIT PROCESS. COORDINATE.. FUTURE SUBMITTALS WITH DEVELOPMENT COORDINATOR SHIRLEY~ VOLK AT (409) 764-3570. APPEAL PROCESS: An- applicant may appeal the decision of the Project Review Committee to the Planning and Zoning Commission within five .days after the PRC Committee meeting. Failure to .appeal the PRC action shall constitute a contractual acceptance of all conditions imposed, and a waiver and. surrender of all. complaints, defects, or potential invalidity, whether under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of the final site plan as,approved by the PRC, showing all changes and requirements imposed by the PRC, .and accompanied by a written explanation of those. items being appealed. Until said copies are on file, no further development approval shall occur, and no further action by the Commission shall take. place. An applicant may appeal. only certain aspects of site plan review, and in the absence of discretionary review by the Commission, or review. pursuant to a petition, all other aspects. of the site plan shall be final. Any notice of appeal shall state with particularity the aspects which are to be appealed..
