Parking Lot Plan =Budget Mini Storage Expansion; proposed .addition to an existing mini storage facility located. on the southeast corner of Wellborn Road and Holleman Drive.. (95-416) A Project Review Committee meeting was .held Wednesday, October 18, 1995 to discuss the above mentioned parking lot plan. City Planner Kee moved to recommend approval of the proposed site plan with the following conditions: CONDITIONS OF APPROVAL: The following. is a list of ordinance requirements. identified by .the Project Review Committee.. This. list does not relieve .the. applicant of total compliance with all current ordinance requirements. Ordinance Requirements: Remove. the three proposed parking spaces near the Holleman Drive entrance to meet the minimum throat length requirements. Provide material types on the existing water-and sanitary sewer mains _ The connection of the proposed and existing sidewalk at the intersection of Holleman Drive and Wellborn Road must be constructed` so that the ramp may be used. Note that if the existing wheelchair ramp does not meet minimum ADA (Americans with Disabilities Act) standards, it will be reconstructed to meet these standards. _ Note that the proposed buildings will be used for storage only and no office space is proposed at this time_ PRC Report Budget~l~lini Storage Case #95-416 Page 2 of 2 Ordinance Requirements (cont. _ Show the setback from the..property line to. the back of curb. in the parking lot along the Wellborn Road frontage. Show the fire: lane design. _ Show the common property line between lots 18 and 19. _ Provide a blanket drainage easement. on lot 17 forlots 18 and 19. Provide retaining. wall and head wall details. Comments/Concerns: See drainage report for slope information near lot 17. (Staff expressed concern with the steep slops between inlets. 3 and 4 in the drainage basin.) _ Coordinate the transformer location near building one, conduit placement .and electrical service details with Electrical Operations Coordinator Tony Michalsky at (409) 764-3660. _ G.T.B. has existing underground facilities in the rear of the site. Provide one 2" PVC pipe with. pull string from the outside. building termination to the rear utility .easement.. (There is a' pedestal that .the conduit could be placed to.) Thee conduit should ell up 4' at the building location and should be within 20' of power. Coordinate telephone service details with G.T.E. Representative Laverne Akin at (409) 821-4723. P&Z Representative. Smith seconded the motion to recommend approval of the use. and site plan with the above mentioned conditions which passed unopposed (3 - 0). SUBMIT 4 COPIES OF THE REVISED SITE PLAN ATTACHED TO FOUR COMPLETE SETS OF BUILDING PLANS TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS' APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee to the Planning and Zoning Commission within five days after the. PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions .imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether under state or federal law. An applicant .:appealing the decision of the PRC shall file ten copies of the final site plan as approved by the PRC, showing .all changes and requirements imposed by the PRC,. and accompanied by a written explanation of those items being appealed. Untl_ said copies are on file, no further: development approval shall occur, and no further action by the Commission shall take place. An applicant may appeal only .certain .aspects of situ plan review, and in the absence of discretionary review by the Commission, 'or review pursuant to a petition, all other aspects of the. site plan shall be final.
