good morning! hope you had a nice
trip.
i want to point out something that may
not be apparent to you on the mixed-use
site. .the exxon immediately to the
south got approved several months ago.
it shows a dumpster location where the
new 5 spaces that are shown on the plan
half on this site and half on exxon's.
i spoke with roy who says that these
sites (lot f-4 is exxon; lots f-3 and
f-2 are the mixed use site) plan to use
ane dumpster in the shown location.
exxon has verbally agreed to haul their
trash across the other lots.
now, from a zoning standpoint, lot f-4
is its own "building plot" in that it
was approved seperately and could stand
on its own and meet all ordinance
requirements as it is approved. all
ordinance requirements, that is, except
for dumpsters (exxon was approved with
a dumpster that would have to be
accessed from lot f-3). however, lots
f-2 and f-3 are submitted together as a
single project and structures are
stradling lot lines. to ws, lots f-2
and f-3 are considered tied together
via approval of the site plan and
although they can still be sold-off
seperately, owner of both lots are
bound together in terms of ordinance
compliance.
is it enough for you to have just a
verbal agreement? if i recall, we
discussed the possibility of la
barronena using taco cabana's dumpster
and just getting a larger container.
we said ok but only if barronena shows
a contingency location should taco
cabana's seperately platted and
approved lot owner say "no more mr.
nice guy".
what say you?

collection. This is the same rational
we used with Taco Cabana and La

^ 1. Sheet size - 24" x 36"
^ 2. Title block to include:
a.) Name, address, location, and legal description
b.) Name, address, and telephone number of applicant
c.) Name, address, and telephone number of developer/owner
d.) Name, address, and telephone number of architect/engineer
e.) Date of submittal
^ 3. Ownership and current zoning of parcel and all abutting parcels.
^ 4. A key map (not necessarily to scale).
^ 5. Scale should be largest standard engineering scale possible on sheet.
^ 6. Provide a north arrow.
^ 7. Topography, final grading plan, and other pertinent drainage information. (If plan has too much
information, show drainage on separate sheet.)
^ 8. All existing streets, drives, buildings, and water courses on or adjacent to the proposed project site.
^ 9. Locate 100 yr floodplain on or adjacent to the proposed project site, note if there is none on the site.
^ 10. Location and size of existing utilities within or adjacent to the proposed project site.
^ 11.~Proposed location, type, and size of the following:
a.) Buildings and structures
b.) Off-Street parking areas with parking spaces drawn, tabulated, and dimensioned
c.) Sidewalks

alleys, etc.) locate existing curb cuts on the same and opposite side of the street to determine separation

Driveway Ordinance. (See Ordinance 1961 for driveway location and design requuements.)
^ 13. The total number of residential buildings and units to be constructed on the proposed project site.
^ 14. Landscape plan as required in Section 11 of the Zoning.Ordinance (See Ordinance # 1638.) The
landscaping plan can be shown on a separate sheet if too much information is on the original site plan.
Attempt to reduce or eliminate plantings in easements. Include information on the plan such as:
a) existing landscaping to remain
b) required point calculations
c) proposed new plantings with points earned
^ 15. Indicate unit type (number of bedrooms).
^ 16. The density of dwelling units per acre of the proposed project.
^ 17. The gross square footage of buildings and the proposed use of each building.
^ 18. The total site area and percent of building coverage of site.
^ 19. Designate number of parking spaces required by ordinance and provided by proposal.
^ 20. Show dimensions to size and locate all structures, parking spaces, drives, curb cuts, parking islands, and
setbacks.
The following are typical standards for Plan Development established by Ordinance or Policy: __
^ 1. Building separation is a minimum of 15 feet.
^ 2. Building setbacks are outlined in Ordinance 1638, Zoning Ordinance,
Table A (Sec. 7, P. 30)
^ 3. Minimum parking space is 9' X 20', or on a perimeter row, 9' x 18' with a 2' overhang. All multi-family
parking lots must be screened from rights-of way.
^ 4. Minimum drive width is 23' with head-in parking or 20' without parking.
^ 5. Landscaped islands of 6" raised curb are located at both ends of each parking row.
^ 6. Landscaped islands are also located every 15 spaces or interior rows and every 20 spaces on perimeter
rows. Streetscape compliance is required which involves special plantings along certain specified in the
City's Streetscape Plan.
^ 7. A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To
include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be
improved bby Cit~Eng,Yneer. No exceptions will be made for areas designated as "reserved for future
parking" .
^ 8. Wheelstops may be required on interior rows longer than 10 spaces or in special situations.
^ 9. Sidewalks are required at time of development if property has frontage on a street shown on the
sidewalk Master Plan or if the Project Review Committee determines the necessity. (Refer to Section
10.2 of the Zoning Ordinance).
^ 10. Director of Public Services determines number, and size of dumpsters. Locations shall be such that
dumpsters are not visible from streets. Gates are discouraged and visual screening may be required.
^ 11. Parking islands are 9' X 20 ; or 180 square feet.
^ 12. Healthy, native trees over 6" in caliper should be retained whenever possible.
^ 13. Fire lanes of a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
established if any structure of any type is more than 150 feet from a public street or highway.
^ 14. Any structure in any zoning district other than R-1, R-lA, or R-2 must be within 300 feet of a fire
hydrant as measured along a public street or highway.
^ 15. Fire hydrants must be located on the same side of a major street as a project, and shall be in a location
approved by the Fire Marshal's office and. the Superintendent of Water and Sewer.
^ 16. Fire hydrants must be operable and accepted by the City and drives must have an all weather surface
before a building permit can be issued.
^ 17. A raised island not less than 6" in height and not less than 8' in width shall separate parking areas from
public rights-of--way. Eight foot setback from R.O.W. to curb of parking lot.

Steve or V, have y'all seen DDP file folder #344?
Have either of you seen a drainage report for this project? (either new or revised - I can't tell what the status is.)
Shirley, we can send these plans back, with comments from Steve. The only things Pm unsure about are:
1. Whether we received $100 DDP fee,
2. Whether we have an approved drainage report.
The DDP is ready for their signature once the plans are complete (including drug rpt) and the fee has been received.

I wanted to give you an update on what has happened at the Exxon Express and
why it is open and operating with a little dumpster setting right out in
front!
As you know, we have reviewed and approved with conditions a site plan for
the 2 lots to the north of the Exxon site. That plan overlaps with the
Exxon site, and is somewhat different from that approved for Exxon
originaly.
The owner of the Exxon station thought that because we had reviewed and
approved that plan with conditions, he could go ahead and build his part of
that plan with the Exxon station. The site plan for the Exxon station was
not the same in certain areas!
Anyway, that's what he did, and because of that, he did not have enough
pavement poured to put the dumpster where it was approved. The trucks could
not get to it.
We struck a deal and issued a C.O. Tuesday with the condition that he has a
permanent dumpster pad poured and a screened fence installed around it by
Aug 22 (2 weeks). Additionally, he must add pavement to accommodate a
shared access easement between t!ie Exxon site and the site to the north. He
must. furnish filed copies of easements, both access and dumpster, and
install haybales and silt fencing along the c;rive pavement to control runoff
from the Exxon site. (by Sept 8 - 1 month)..
Also, he put up a financial guarantee of $3750 to cover these conditions, as
well as a big bond to cover landscaping requirements because it is really
too=>hot to successfully install landscaping right now.
I wanted you to know that Jim, Sabine & i~2ronica helped "cut this deal", and
the customer went away happy to be open for business today, albeit not
completely satisfied because he couldn't understand why he had to do all of
this!
I wanted to update everyone on what has happened in case yo~z get calls about
the dumpster setting right out in front - completely unscreened. There
really wasn't any other way to do it and let him open for business today.
We thought also if it is right by his door, he will be in a big hurry to get
the permanent location finished!

Today when I was going thru the redlined plans for this project to see if I could retrieve an approved site plan for our files, I noticed that Roy had designated
a 15 ft. utility easement, but it doesn't cover the underground to the building. Tony, is that a problem? I thought we needed an easement to the meter - or
are the meters for this entire project on the transformer? Or, Nat, did you check on this before you stamped it? HELP!!!
