SUBJECT: Parking Lot Plan - Lodgeco Parking Lot; proposed permanent parking lot and
swimming pool to be located between 130 Meadowland and Hampton Inn (part of
lot 2 of the Lodgeco Subdivision and part of lot 2 of the North Park Phase II
Addition) to replace the existing temporary gravel parking lot. (95-409)
A Project Review Committee meeting was held Wednesday, May 3, 1995 to discuss the above
mentioned parking lot plan. Commissioner Gribou moved to approve the proposed site plan with
the following discretionary items, ordinance requirements and comments:
CONDITIONS OF APPROVAL:
Discretionary Items:
_ The interior driving aisle that runs parallel to Meadowland Street should extend to the
adjacent parking lot for the existing fourplexes.
_ Meet with Assistant City Engineer Morgan outside of the Project Review Committee
meeting to discuss the pool discharge into the storm water system. This information may
be included with the drainage of the site; however, a Texas Highway Department permit
maybe required for work in the right-of--way of Texas Avenue.
The following is a list of ordinance requirements identified by the Project Review
Committee. This list does not relieve the applicant of total compliance with all current
ordinance requirements.

Ordinance Requirements:
Complete and submit the necessary easement abandonment forms for the existing 20'
private access easement. Provide the volume and page number of that easement
abandonment prior to issuance of a drainage development permit.
_ At this time, the maintenance staff will take care of trash collection for the proposed pool
area. If City trash collection is needed in the future, a dumpster will be required in a
location approved by staff and adequately screened from all public rights-of--way.
Correct the lot lines on the plat and distinguish the phase line from the property line.
(Include the adjacent fourplex in the first phase of the property to match the lot line.)
_ Either move the phase line to include the remainder of the existing temporary gravel
parking lot and bring that area into compliance or leave the phase line as shown and
restore the remaining temporary gravel parking lot back to its original condition. (This
area may have to be sodded instead of seeded because of the proposed sheet flow drainage
in the area.)
_ Submit an irrigation plan for the landscaping prior to issuance of a drainage development
permit.
_ Submit grading and drainage plans for the proposed swimming pool area to be reviewed
and approved prior to issuance of a drainage development permit.
_ Submit pavement details.
_ The parking lot setback along Meadowland Street should be extended to 6' depth instead
of the proposed 5'.
Assistant City Engineer Morgan seconded the motion to approve the site plan with the above
mentioned conditions which. passed unopposed (3 - 0).
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUII.,DING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIRLEY YOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC,. showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
