SUBJECT: Parking Lot Plan -Brad Martin Nursery; establishing a permanent
business at site of the former Sunset Gardens Nursery (95-408)
The Project Review Committee met on Wednesday, May 12, 1995 to review the
subject project. City Engineer Laza made a motion to approve the proposed
plan with the following ordinance requirements and comments. The following is
a list of ordinance requirements identified by the P.R.C. This list does not
relieve the applicant of total compliance with all current ordinance
requirements.
Ordinance Requirements:
Site Plan related:
_ The non-conforming status of this site has been lost due to the length of
time it has been unoccupied. All ordinance .requirements must be met.
_ Submit a landscape plan which shows existing landscaping and
proposed landscaping. The streetscape requirements must be met. Include a
legend showing points required and points proposed.
Improve surface of parking lot.
_ Place curbing at edges of the parking lot.
_ Repair or remove broken wheel stops.
Re-stripe the parking lot.
Clean up the alley behind the project.
_ Re-seed or landscape areas where landscaping or grass has died.
_ Submit fencing and tarpaulin details.
_ Submit details of buildings. One unisex bathroom accessible to
handicapped persons is allowable.
_ Show handicap parking spaces.
_ A sidewalk will be required along the frontage of Texas Avenue because
the Sidewalk Master Plans includes a walk in this area. Show location and
details of the sidewalk on the revised site plan. The sidewalk requirement can
be appealed to the Planning and Zoning Commission upon receipt of a letter
requesting a variance to that requirement.

Draw a phase line 20 feet beyond the closest corner of the building. All
violations beyond that Fine will be handled as code enforcement violations, and
notification will be made to the owner of the property.
Comments/Concerns:
_ Revise and submit a site plan which reflect all details of everything
existing and proposed on the site, and which includes all dimensions necessary
to review the plan. This revised plan can include the streetscape/landscape
plans, or those plans can be submitted on a separate drawing. Once these
plans are approved the applicant will be issued a moving permit which will allow
him to bring the portable buildings on the site. The buildings cannot be
occupied until a certificate of occupancy has been issued.
If the applicant prefers to defer completionany requirements which are
not health and safety related, a Temporary Certificate of Occupancy is possible,
with the applicant providing cost estimates for items being deferred and the
submission of the application for Temporary Certificate of Occupancy. Once the
document is prepared by the Legal Department and the applicant supplies an
acceptable financial guarantee for the items deferred, the Temporary Certificate
of Occupancy can be issued.
_ The customer will be asked to contribute 20% of the total cost of the
electrical installation for this project. The customer will be asked to supply 2- 2"
conduits from a meter pole to the City power pole with the customer supplying 3-
10' stalks of 2" rigid and weatherhead for the City to install on our power pole.
Complete and return the service request form.
_ The GTE representative was unable to attend the meeting, but has sent
the following requirements which are required for their service: Show existing
and proposed easements. Place 1' 2" conduit with pull string from the outside
building termination to the existing or proposed easement along the rear
property line. Coordinate details with Laverne Akin of GTE at 821-4723.
City Planner Kee seconded the motion to approve the proposal with the above
conditions. Motion to approve carried unanimously (2-0).
