Place one 2" diameter PVC pipe with .pull string from the utility easement along Highway
® 6 to the outside of the building. The conduit should ell up 4' at the building. The service
entrance should be located within 20' of the power service multi-ground neutral and no
closer to the power service entrance than 36". If termination is not within 20' of power
service multi-ground, a 8' x 5/8" copper ground rod must be placed at the base of the
termination board. Also a 1 lOv electrical outlet is required. The developer is responsible
for the placement of conduit and wire if telephone service is desired at the present
location. This conduit and wire should be placed between the two buildings. G.T.E. will
abandon the line to the existing building when telephone service is established at the new
location. Coordinate service details with G.T.E. Representative Laverne Akin at (409)

SUBJECT: Parking Lot Pdan - A Neatherlin Self Storage; proposed facility to be located at
4004 South Texas Avenue, along the west side of State Highway 6 north of the
Barron Road intersection. (95-406)
A Project Review Committee Meeting was held Wednesday, February 22, 1995 to discuss the
above mentioned parking lot plan. Assistant City Engineer Morgan moved to recommend
approval of the parking lot plan with the following conditions:
CONDITIONS OF APPROVAL:

Additional parking is not required for the proposed outside sales area; however, install a
fence or landscape barrier along the existing gravel road through phase one so that

The following is a Pest of ordinance requirements identified by the Project Review
Committee. This list does not relieve the applicant of total compliance with all current
ordinance requirements.

Landscape Plan Related: (~
_ Provide an irrigation plan for all of phase one for the new plantings before issuance of a
certificate of occupancy. The existing tree areas may be exempt until new plantings are
installed to replace existing trees. Hose bibs are allowed but are not acceptable for
irrigation purposes.
_ Replace the crepe myrtle's along all proposed parking areas that front on the access road
with a continuous hedge, berm or wall. The proposed crepe myrtle's will not effectively
screen the parking.
In calculating the Streetscape requirements, the driveway widths can be subtracted from
® the total frontage calculations.
To meet Streetscape tree requirements, only 15 trees need to be planted within the
® landscape reserve.

Comments/Concerns:
~~~ The meter will be located on the sales office section of the proposed building with two 2"
conduits from the nearest power pole to the building approximately 36" deep. The
customer will supply three stalks (10' section) of 2" galvanized. and weatherhead to be
installed by the City up the power pole. The City will supply the service wire and meter
socket and the customer will be responsible for 20% of the total cost of electrical service.
Coordinate service details with Electrical Line Coordinator Don Lusk at (409) 764-3502.

mentioned conditions which passed unopposed (3 - 0).
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIRLEY VOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission wrthun five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects

and the office building. Staff would recommend that the fence not be installed in this area
until such time that a fire truck can come out to the site to see if that maneuver can be
