Will it be served through the current Care Plus switch or will it stand on its own? It cannot be served through the bank as it is currently being served. If it to be served through the existing Care Plus, the developer/owner is responsible for conduit and cable placement from Care Plus to the new development. If it is to stand on its own, the developer will have to place and provide conduit for G.T.E. to place cable. Coordinate service. details with G.T.E. Representative Laverne Akin at (409) 821-4723. _ The electrical service will be provided from the existing transformer which is located at the northwest corner of the property. The customer will be required to supply conduit from the new building to the existing transformer. The size of the conduit will be determined when the load information is available. The voltage supplied to this building will be 277/480 volt. The customer is required to contribute 20% of the cost of supplying electrical. service. Representative SUBJECT: Parking Lot Plan -Cate Plus Optometrist Office; proposed addition to the existing ATM building on the Care Plus site located at 2411 Texas Avenue, lot 2, block 1 of Brentwood Section Four, on the northeast corner of the Texas Avenue and Southwest Parkway intersection. (95-403) A Project Review Committee Meeting was held Wednesday, February 1, 1995 to discuss the above mentioned parking lot plan. P&Z Representative Gribou moved to recommend approval of the parking lot plan with the following conditions: CONDITIONS OF APPROVAL: Discretionary Items: Remove the existing parking located along the rear of the existing Care Plus building along the access drive from Southwest Parkway. These parking spaces are designated as parallel parking spaces on the site plan; however, the cars are parked at an angle and could cause future safety concerns. _ Provide ramps from the existing sidewalk along Southwest Parkway and on both sides of the existing driveway to meet ADA (Americans with Disabilities Act) requirements. _ Supply screening for parking that is located along the Texas Avenue frontage immediately in front of the proposed optometrist office through the use of a berm, hedges or a retaining wall. Staff encourages that the screening be continued along the Texas Avenue frontage in front of the existing Care Plus building; however, this is not a requirement, it is only a suggestion to meet the intent of the recently adopted Streetscape Ordinance. PRC Report Care Plus Optometrist Case #95-403 Page 2 of 3 The following is a list of ordinance requirements identified by the Project Review Committee. This list does not relieve the applicant of total compliance with all current ordinance requirements. Ordinance Requirements: Site Plan Related.• Provide drainage information. A drainage development permit is required prior to any site work. Fire lanes shall be installed if any part of the structure is more than one hundred fifty feet from a public street, alleyway, or highway provided, however, that such structure may be erected at a greater distance if the owner or developer designates, constructs and maintains a fire lane having a minimum width of 20' and minimum height clearance of 14', terminating within 150' of the furthermost point of such structures. Provide the size and location of all existing utilities. Show the service location from the site to the building. _ In the parking legend, state the number of parking spaces required. _ Dimension the parking spaces and driving aisles. PRC Report Care Plus Optometrist Case #95-403 Page 3 of 3 Assistant City Engineer Morgan seconded the motion to approve the site plan with the above mentioned conditions which passed unopposed (3 - 0). SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT COORDINATOR SHIRLEY VOLK AT (409) 764-3570. APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee to the Planning and Zoning Commission within five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of the final site plan as approved by the PRC, showing all changes and requirements imposed by the PRC, and accompanied by a written explanation of those items being appealed. Until said copies are on file, no further development approval shall occur, and no further action by the Commission shall take place. An applicant may appeal only certain aspects of site plan review, and in the absence of discretionary review by the Commission, or review pursuant to a petition, all other aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects which are to be appealed. Coordinate appeal process through Development Coordinator Shirley Volk at (409) 764-3741.
