arterial type street trees for collector streets." (Section N of Streetscape Ord.) The
sidewalk master plan shows sidewalks along bot Rhe~~.~ and Harvey Road. Show
the proposed sidewalk along Rhett Butler. By or mance, these are requu-ed at the time
plat or at PRC discretion at the time of site plan review.

In calculating the landscape point requirements, there will be an additional 300 points for
each 50' of frontage along a Streetscape Street.

Staff recommends that the proposed concrete flume from the drainage structure to the

Staff suggested that' some of the landscaping be remo ed from the area along Rhett Butler
between the two driveway locations and concentrated on a landscape buffer area such as
the Harvey Road frontage, rear landscape buffer and screening of parking and detention
areas through the use of berms. (The landscape buffer is required as a condition of the

i~tte~rear toadmg and tra~'h compactor area should be redesigned so that this area is not
readily visible to either public streets. The driveway could be reconfigured and
landscaping installed so as to buffer the rear of the building to the street.
Ordinance Requirements:
_ The proposed wheel stops along the parking row fronting Harvey Road are not allowed.
A curb must be installed around the perimeter of the parking lot.

SUBJECT: Parking Lot Flan -Circuit City; proposed computer sales facility to be located at
1500 Rhett Butler on lots 1, 2 and 3 of the Timber Ridge Addition, Third
Installment. The total site area is 3.09 acres and the proposed building is 19,257
square feet. (95-401)
A Project Review Committee .Meeting was held Wednesday, January 18, 1995 to discuss the
above mentioned parking lot plan. Assistant City Engineer Morgan moved to recommend
approval of the parking lot plan with the following conditions:
CONDITIONS OF APPROVAL:
Discretionary Items•
Rhett Butler is classified as a Streetscape Street due to its function as a collector and the
multi-family development across the street from the proposed development. Streetscape
plantings including the required landscape points must be met; however, strict adherence
to the 24' setback area will not be required.
A sidewalk is required along Rhett Butler as well as Harvey Road.
The proposed concrete flume from the drainage structure to the grate inlet must be placed
underground with an overflow swale. If the existing grate is useless once the new
drainage structure is built, the existing grate should be capped.
The alignment of both driveways (including landscaping along the frontage of Rhett
Butler) should be redesigned to buffer the trash compactor and truck loading area.

Planning and Zoning Commissioner Smith seconded the motion to approve the site plan with the
above mentioned conditions which passed unopposed (3 - 0).
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE"REVISED
SITE .PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIRLEY VOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final siteplan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal .shall state with particularity the aspects
