SUBJECT: Parking Lot Plan -Express Matt #103; proposed Exxon station to be located on
the northwest corner of Rock Prairie Road and State Highway 6 Frontage Road,
Tract F-4 of Ponderosa Place Subdivision Section II. (95-400}
A Project Review Committee Meeting was held Wednesday, January 11, 1995 to discuss the
above mentioned parking lot plan. Assistant City Engineer Morgan moved to recommend
approval of the parking lot plan with the following conditions:
CONDITIONS OF APPROVAL:
Discretionary Items:
The island between parking space #26 and the Rock Prairie Road entrance drive must be
extended to line up with the island located along the west side of same entrance. (The original
motion of approval included an option to allow the applicant to either lengthen the island or
incorporate parking #26 into the island. The motion was later amended and approved to
require the island to be lengthened. See action on motion of approval below.)

Remove the note pertaining to underground utilities and show all existing and proposed
utilities on the site plan.
Show the required fire lane curb markings around the Rock Prairie Road entrance.

Show the proposed fire hydrant to be located near the Rock Prairie Road entrance and place a
fire lane around the curb in front of the hydrant.
Show the details and dimensions of the entrance from the Texas Avenue frontage road
including the .proposed throat length and radius. (Show the radius dimensions on both
driveways.)
_ Provide the overall dimensions of the parking rows along Rock Prairie Road the Texas
Avenue frontage road.
_ The landscape plan can be amended during the construction of the project; however, the
revised must be approved and installed or guaranteed prior to issuance of a certificate of
occupancy for the building. There are required tree plantings along both Rock Prairie Road
and the Texas Avenue frontage road as outlined in the Streetscape Plan. The proposed air
and water and pay phone area should also be screened by berming or vegetation.
_ Note what type of ground cover will be used and where it will be placed.
The dumpster pad must be a 12' x 12' concrete slab and gates are not allowed.
Other Ordinance Requirements:
Submit a drainage letter which references the original drainage report done on this property.
The letter needs to include the assumptions as outlined in the original report. Verify that this
development proposal complies with all assumptions made in the original report. Submit top
of curb elevations or post development contours shown versus pre-development contours.
Comments/Concerns
The proposed sign is not approved as part of the site plan since an elevation drawing is not
available. The sign can be permitted separately from the building. At that time, staff will
review the proposed square footage and setback requirements outlined in the Zoning
Ordinance.
There was some discussion about the building setback along Rock Prairie Road, staff has
determined that because of the existing access easement, there is no problem with the
proposed 7.5' setback.
_ Submit a letter from Victoria Bank & Trust allowing you to utilize the access easement along
Rock Prairie Road since it is included as part of tract F-1.

Comments/Concerns (cont.):
The developer is responsible to supply conduit from the padmount transformer located along
the west property line to the north end of the Exxon Express building. The conduit size will
be determined when load information is obtained. The meter will be placed on the building.

Planning and Zoning Chairman Hawthorne seconded the motion to approve the site plan with the
above mentioned conditions. City Planner Kee expressed concern with the safety issues involved
in not lengthening the island near parking space #26. Eliminating parking space #26 will not
improve the situation, it will only move the traffic. conflict down by one parking space. P & Z
Chairman Hawthorne moved to amend the original motion to require the lengthening of the island
between parking space #26 and the Rock Prairie Road entrance to line up with the island on the
west side of that same entrance. City Planner Kee seconded the amendment which passed (2 - 1);
Assistant City Engineer Morgan voted against the amendment. The original motion to approve
the site plan with the above mentioned conditions and amendment passed unopposed (3 - 0).
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIRLEY YOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place.. An applicant may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
