HomeMy WebLinkAboutStaff ReportSTAFF REPORT Case No.: 95-309 Applicant: Garrett Engineering for Joe Courtney ITEM CONSIDERATION OF A PRELIMINARY PLAT OF 5 LOTS TOTALING 1.07 ACRES AND A RESERVE TRACT TOTALING 4.36 ACRES LOCATED ON THE NORTHWEST CORNER OF WOODSMAN DRIVE AND SOUTHWEST PARKWAY. ITEM SUNIlVIARY AND STAFF RECOMMENDATION This property was included in a master preliminary plat that was submitted in 1976. Most of the existing developed area has been built in accordance with that plat and consists of a mix of duplex and fourplex dwellings. Currently, Southwest Parkway dead-ends in front of the 5 proposed duplex lots. The reserve tract shows the extension of Southwest Parkway in conformance with the Thoroughfare Plan. This extension should include sidewalks and staff would recommend that at a minimum there be wide outside lanes provided in order that the road be bicycle-friendly. The Staff reviewed this plat on July 5 and recommends approval with the presubmission report conditions. COUNCIL POLICY ENDS STATEMENTS -The following Ends Statements may or may not be met with the approval of this request. Council will decide, based on the information in the staff report and any staff presentations, whether these Ends Statements will be met with this request. Transportation/Mobility -Citizens benefit from the ability to move into ,out of, and within College Station in a safe and efficient manner. Parks & Recreation -Citizens benefit from parks space and recreational activities which are geographically and demographically accessible and serve a diversity of interests. Health & Public Safety -Citizens benefit from a reasonably safe and secure environment. Education/Information -Citizens benefit from access to broad based information and knowledge. Quality Service -Citizens benefit from a reasonable tax revenue for the value and quality of service delivered. Cultural Arts -Citizens benefit from participation in the arts. Employment/Prosperity -Citizens benefit from an environment that is conducive to providing diverse employment opportunities. Civic Pride -Citizens benefit from well planned, attractive residential and commercial areas. COMPREHENSIVE PLAN -The following are Goals and Objectives from the City's adopted Comprehensive Plan. Applicable ones are in bold. Complies with Future Land Use Plan Map?: Yes Development Goals and Objectives: No conflict LAND USE Protection of residential uses: This plat is a continuation of the existing land uses in the area Encourage use of vacant land w/ services: As a condition of the final plat, all necessary utilities must be extended to all lots. Avoid strip commercial: n/a TRANSPORTATION Provide major arterials to prevent congestion: Southwest Parkway will be extended with the final plat of the reserve tract Adequate pedestrian/bike movement: The extension will require sidewalks and Staff is recommending that the road section be bicycle-friendly Ensure safety and ease of maintenance: The extension will be required to meet all city standards Location of streets based on function: The extension is reflected on the reserve tract in accordance with the thoroughfare plan Driveway access: Access will be taken off of the rear alley and there should be a note that none be taken off of Southwest Parkway ECONOMIC DEVELOPMENT Compatible with environment: No conflict Encourage retirees: n/a Encourage tourism: n/a PARKS AND RECREATION Parkland will be required at $225.00 a unit Link parks by pathways and natural features: n/a xousnvG Combine parks with schools: n/a Maintain integrity of existing supply: No conflict Encourage diversified housing: The lots are zoned for apartments but will be developed as duplexes. COMMUNITY APPEARANCE 2 Promote good site design: The plat is in conformance with subdivision layout standards. Prevent and eliminate unsightly conditions: The development will be required to comply with all site standards HISTORICAL OVERVIEW - n/a ENGINEERING COMMENTS AND IMPACT STUDIES - Water - Sewer - Streets - Traffic - Impact studies not available at the time this Drainage - report was prepared. Information will be presented Flood Plain - at the P&Z meeting. Sidewalks - Parkland Dedication - SUBDIVISION ORDINANCE COMPLIANCE The plat is in compliance with the Subdivision Regulations and is in compliance with the original master plan.
