ITEM: Consideration of a Preliminary Plat of the Crystal Park Subdivision located on
the south side of 2818, 200 feet west of SH 6 East Bypass and containing 38.68 acres.
ITEM SUNIlVIARY AND STAFF RECOMMENDATION: This property is being
platted in order to reflect a sale and division that has occurred. Part of the Dartmouth
Street extension south from 2818 to Texas Avenue is reflected on this plat. Staff has
worked with this property owner and adjacent property owners in achieving an
alignment that meets City standards and is acceptable to all affected property owners.
The property currently has R-1 and A-P zoning on it. The R-1 has been there since
annexation, while the A-P was recently rezoned. The current land use plan reflects the
area for office commercial uses.
Lot 1, Block 3 is an R-1 lot that does not meet the zoning ordinance requirements for a
single family lot. A note should be placed on the plat indicating that this is not a
buildable lot. It has sufficient size to meet R-1 requirements but it does not have
adequate width or depth to meet minimum requirements.
Staff recommends approval. of the preliminary plat with a note indicating Lot 1,
Bloch 3 is not a buildaule lot. under R-1 requiremeuts.
COUNCIL POLICY ENDS STATEMENTS -The following Ends Statements may or
may not be met with the approval of this request. Council will decide, based on the
information presented, whether these Ends Statements will be met with this request.

activities which are geographically and demographically accessible and serve a

information and knowledge.
Quality Service -Citizens benefit from a reasonable tax revenue for the value
and quality of service delivered.
Cultural Arts -Citizens benefit from participation in the arts.
Employment/Prosperity -Citizens benefit from an environment that is
conducive to providing diverse employment opportunities.
Civic Pride -Citizens benefit. from well planned, attractive residential and
commercial. areas.
COMPREHENSIVE PLAN -The following are Goals and Objectives from the City's
adopted Comprehensive Plan that are applicable in this case.

ENGINEERING COMMENTS AND IMPACT STUDIES -
Water -Water is available within FM 2818 right-of-way. Water will have to
be extended within this subdivision to serve all lots.
Sewer -Sewer is available on the far south side of the property as well as
north of FM 2818. Sewer will have to be extended to serve these
lots. In the case of those lots on the north side of FM 2818, sewer
will have to be extended offsite to reach the closest available sewer.
Streets -The subject property is currently served by FM 2818, a major
arterial. The current traffic volumes on this roadway are will below
capacity levels. The property will also be served in the future with
the extension of Dartmouth going through its northwest corner.
Traffic -Considering the available capacity on FM 2818 and the future
extension of Dartmouth, development of this tract will not generate
sufficient traffic to create congestion problems. The impact study
indicated that no improvements will be needed to the existing street
system to accommodate traffic generated by this tract.
Drainage -Drainage will be discussed more thoroughly at the time of site
plan review.
Flood Plain - Floodplain and floodway is located on this property.
Sidewalks -Sidewalks will be required along the Dartmouth extension.
Parkland Dedication - NA at this time
SUBDIVISION ORDINANCE COMPLIANCE
Oversize Request -There will be oversize requested on the portion of
Dartmouth running through the property.
Easement Dedications - As shown on the plat
ZONING ORDINANCE COMPLIANCE
Lot 1, Block 3 does not meet minimum lot size requirements.
