SUBJECT: P~°eliszzina~y Plat -Windsor Pointe Subdivision; proposed 19.33 acre subdivision
divided into two multi-family lots located .along the south side of Southwest
Parkway on both sides of the Central Park lane extension. (95-300)
A Project Review Committee Meeting was held Wednesday, December 21, 1994 to discuss the
above mentioned preliminary plat. The following ordinance requirements and comments were
made by the various staff members:
Ordinance Requirements:
Correct the building setback lines to reflect current ordinance requirements for this zoning
district including 25' front, 20' rear, 15' side street, and 7.5' side setback requirements.
A temporary turnaround is required at the end of the Central Park Lane extension. The
applicant may submit a letter requesting a variance to this requirement to be considered by
the Planning and Zoning Commission and City Council.
Comments/Concerns:
_ The drainage calculations in the impact study are preliminary. Drainage will be reviewed
more closely at the time of site development.
_ Coordinate telephone service details with G.T.E. Representative Laverne Akin at (409)
821-4723. The proposed extension of Central Park Lane indicates a telephone pole m the
radius, G.T.E. does not have any overhead lines along Southwest Parkway in that
particular area.
SUBMIT 1 MYLAR ORIGINAL AND 16 COPIES OF THE REVISED PRELIMINARY PLAT
BY FRIDAY, DECEMBER 30, 1994 TO BE INCLUDED IN THE PACKETS OF THE
PLANNING AND ZONING COMMISSION PACKETS FOR THE MEETING OF JANUARY
5, 1994. THE CITY COUNCIL WILL CONSIDER THE FINAL PLAT ON THURSDAY,
JANUARY 26, 1994.

ITEM: Consideration of an Preliminary Plat of Windsor Pointe, a 19.33 acre R-5 Subdivision located
along the south side of Southwest Parkway and on both sides of the future Central Park Lane extension.

ITEM SUMMARY: This property was recently rezoned to R-5 and is the proposed location of one of
the federally assisted multi-family housing projects. Staff has not seen site plans to date on the project.
The extension of Central Park Lane from Southwest Parkway to Central Park was included as part of
the FM 2818 Study recommendations that were adopted by Council. This plat will dedicate and
construct Central Park Lane from Southwest Parkway to the southern boundary of the property. It will
also address streetscape requirements along Southwest Parkway and future Central Park Lane frontages.
Parkland dedication will be collected at the time of the building permit at a rate of $225.00 per unit.
Historical Overview:
THE FOLLOWING IS INFORMATION THAT IS INTERESTING AND RELEVANT TO
MULTI-FAMILY DEVELOPMENT IN COLLEGE STATION, BUT IS NOT INTENDED
FOR USE AS A BASIS FOR ANY DENIAL OF THIS PLAT. AS LONG AS A PLAT
MEETS THE TECHNICAL REQUIREMENTS OF OUR SUBDIVISION REGULATIONS
AND ZONING REGULATIONS IT SHOULD BE APPROVED.
Since multi-family development began again in mid 1993 with 6 4-plex buildings on Southwood
Drive, there have been 850 units permitted to date. We are expecting approximately 300 more
units to permit shortly (projects that we know are in the planning stages). This accounts for 9
projects (4 are in excess of 100 units each).
Of these 9 projects, 6 had existing zoning on all or most of the property that allowed multi-
family development. The other 3 required rezonings (accounting for approximately 500 units).
The rezonings consisted of rezoning C-1, A-P and R-2 properties to allow multi-family
development. There will be a graphic at the meeting showing the geographic distribution of
these projects.
Within the current City limits there are approximately 280 acres that are properly zoned at
present for multi-family development. This includes the R-4, R-5, R-6 and WPC districts.
STAFF RECOMMENDATIONS: Staff and P&Z recommend approval as submitted. All
presubmission report comments have been addressed.
