AGENDA ITEM NO. 5: .Consideration of a final plat for the Edelweiss Estates Phase 10-A
subdivision of 16 single family lots and the. extension of Mint Avenue; also includes a revised
Master Plan for the entire subdivision. (95-213)
Graduate Civil Engineer Homeyer presented the staff report and stated that the revised Master Plan
incorporates the Rock Prairie Estates into Edelweiss Estates so they function as one name, Edelweiss
Estates. The applicant has had numerous discussions with the staff regarding the extension of Rock
Prairie Road. It is their desire to build Rock Prairie through to Wellborn this next year but does not
wish to "tie" this plat to the construction of that road. The development agreement executed on
January 18, 1993 between the City of College Station and Begonia Corporation states "Begonia agrees
and understands that City will not approve a final plat for any phase of Rock Prairie Estates until
Begonia completes the extension of Rock Prairie Road from the eastern boundary of the Begonia
property to Wellborn Road". Although the applicant is requesting approval of a final plat of a phase of
Rock Prairie Estates, staff believes that these sixteen lots, which will take access from Mint Avenue,
should not mandate the extension of Rock Prairie Road. Instead, staff recommended that this
requirement be waived for Phase 10-A and be imposed on any future phase north of Rock Prairie Road.
Staff is encouraging the Rock Prairie extension and has been working with the developer toward a
mutually agreeable monetary participation agreement. Staff recommended approval of the final plat and
master development plan with the conditions identified by the Presubmission Conference and the
removal of the requirement for Phase 10-A to extend Rock Prairie Road to Wellborn Road. Staff
further recommended that the City enter into a development agreement at this time with the applicant
establishing participation levels and construction timing of the Rock Prairie extension.
Applicant Steve Arden approached the Commission and offered to answer any questions pertaining to
the development. He stated that this plat is the first step in accelerating the construction of Rock Prairie
Road. Mr. Arden stated that he anticipates Rock Prairie will be constructed very soon with or without
the proposed 10-A development.
Commissioner Smith moved to recommend approval of the final plat of Edelweiss Estates Phase 10-A
subdivision with staff recommendations. Commissioner Lightfoot seconded the motion which passed
unopposed (5 - 0).

SUBJECT: Final Plat -Edelweiss Estates Phase 10 A; proposed subdivision totaling 5.225
acres divided into 16 single family lots located southwest of the Elm Crest
Subdivision along the extension of Mint Avenue. (95-243)
A Presubmission Conference meeting was held Wednesday, November 22, 1995 to discuss the
above mentioned final plat. The following is a list of ordinance requirements identified by
the Presubmission Conference. This list does not relieve the applicant of total compliance
with all current ordinance requirements.
Ordinance Requirements:
Submit the completed Drainage Development Permit application and $100 fee prior to any
site work. (A $300 subdivision inspection fee is also required prior to construction.)
_ Submit information concerning the maintenance of the shared detention pond with the Elm
Crest Subdivision prior to City Council consideration of the plat.
Note the volume and page number of the off-site "public utility .and drainage easement"
adjacent to lot 9 of block L (Designate the entire 20' easement as a "public utility and
public drainage easement".)
Add the word "public" to the easement abbreviations section.

Comments/Concerns:
_ A Notice of Intent must be submitted to the Environmental Protection Agency prior to
construction.
_ Staff is researching the possibility of a temporary construction easement for the temporary
turnaround at the end of Innsbruck Circle.
Provide the following easements for telephone service:
_ Along the rear of lots 1 through. 7 of block 2;
_ Along the northeast side of lot 7, block 2;
_ Along the northeast and southeast sides of lot 9, block 1; and,
Along the southeast side of lot 8, block 1.
G.T.E. will provide and place conduit in two locations on Innsbruck Circle. Coordinate
telephone service details with G.T.E. Representative Laverne Akin at (409) 821-4723.
Underground electrical service and 20% of the total. cost of service is required. The
developer is responsible for installing all conduit per City design and requirements
including street lights. Several 5' street light easements will be required once the design
for the subdivision is completed. Coordinate electrical service and off-site easement
details with Electrical Operations Coordinator Tony Michalsky at (409) 764-3660.
SUBMIT 15 COPIES OF THE REVISED FINAL PLAT BY FRIDAY, DECEMBER 1, 1995
TO BE INCLUDED IN THE PLANNING AND ZONING COMMISSION PACKETS FOR
THE MEETING OF THURSDAY, DECEMBER 7, 1995. THE CITY COUNCIL WILL
CONSIDER THE FINAL PLAT ON THURSDAY, DECEMBER 14, 1995. BOTH
MEETINGS WILL BE HELD AT 7:00 P.M. IN THE COUNCIL ROOM OF THE COLLEGE
STATION CITY HALL LOCATED AT 1101 TEXAS AVENUE SOUTH.

Item Summary: The subject property is located southwest of the. Elm Crest
Subdivision along the extension of Mint Avenue. This plat will subdivide the property
into 16 single family lots. The approval of this final plat also includes a revised
Master Development Plan for Edelweiss Estates. This revised master plan
incorporates the Rock Prairie Estates into Edelweiss Estates so that they function
under one name, Edelweiss Estates. The applicant has had numerous discussion
with the staff regarding the extension of Rock Prairie Road. It is their desire to build
Rock Prairie through to Wellborn this next year but does not wish to "tie" this plat to

Financial Summary: Funding for the City's share of this project will be provided
using funds from the 1995 General Obligation Bonds. It will require a revision to the
original schedule by moving the Rock Prairie Road project ($495,000) forward one
year and moving the Kyle Right-of-Way acquisition ($550,000) back one year. This
adjustment will allow funds to be available for Rock Prairie Road in September 1996.
Staff Recommendation: Staff recommends approval with the Presubmission
Conference comments and the removal of the requirement for Phase 10-A to extend
Rock Prairie Road to Wellborn Road. Staff would further recommend that the City
enter into a development agreement at this time with this applicant establishing
participation levels and construction timing of the Rock Prairie extension.

Council Action Desired: Approval of the final plat and the Master Development Plan.
