City Engineer ~ .~,~~~'~~~-~ DATE: November 8, 1995 RE: FINAL PLAT -PEBBLE CREEKPHASE 3C (SPEARMANDRIVE ROW DEDICATION) The above referenced plat is located in the Pebble Creek Subdivision, east of the proposed Pebble Creek Elementary School site and city park. This plat will close the gap in Spearman Drive created when Phase 5 platted using access from Lakeway Drive. A Presubmission Conference meeting was held on Wednesday, November 1, 1995 to discuss this plat.. At that time there were only a few minor comments. Staff has worked with the applicant to achieve the goal of providing a through street from the main portion of Pebble Creek to the proposed school and neighborhood park facility, while trying to accommodate future development plans adjacent to this thoroughfare. With that in mind, the applicant has requested to waive the construction of the sidewalks along the west side of Spearman Drive until the development of that property or May 1996, whichever occurs first. The May 1996 date was established to assure that pedestrian access along Spearman, to the school and park, would exist by the anticipated August 1996 opening of the school. The applicant also requested to construct a temporary open channel from Spearman Drive to the creek system downstream. This would avoid the reconstruction of underground storm sewer when the new phases west of Spearman develop. Staffwould concur with this request as long there is assurance that Pebble Creek Development company will be responsible for the maintenance of this drainage facility. The applicant has agreed to provide this assurance in their covenants. and restriction documents for the subdivision. Staff recommends approval with the Presubmission conference comments.
