AGENDA ITEM NO. 1: The Consent Agenda consists of non-controversial or
"housekeeping" items required by law. Items may be removed from the Consent Agenda by any
citizen, City staff member, or Commissioner by making such a request prior to a motion and
vote on the Consent Agenda.
(1.1) Approval of minutes from the meeting of October 5, 1995.
(1.2) Consideration of a final plat of Harvey Hillsides, lot 21, block 3 located in the Gity's
E.T.J. (95-238)
Consent agenda items 1.1 and 1.2 were approved unanimously by consent.
AGENDA ITEM NO. 2: Public hearing to consider a conditional use permit request to allow
the New Hope Baptist Church facility to be located at 1200 Carolina Street in a single family
neighborhood. (95-711)
Senior Planner Kuenzel presented the staff report and stated that the request involves a relatively small
group of people that are meeting in a residence at 1200 Carolina Street. Under the Zoning Ordinance,
any. church use requires a conditional use permit, no matter the size of the group. The applicant has
stated that there are currently five members of the church and at any one time there may be up to twelve
people attending services at this site. The parking required for churches is based on seating capacity,
but m this case, the applicant is asking for permission to be allowed to continue the services and to build
parking in the future should the congregation grow and necessitate the need for on-site parking.
Currently, the impact to the parking and traffic is slight relative to the demand generated by other
churches City-wide. Staff recommended that any approval be conditioned on an occupancy cap, after
which the church may continue but on the condition that parking be supplied in accordance with the
Zoning Ordinance.

Item Summary: The subject lot is located in Harvey Hillsides, a subdivision in the
City's E.T.J. The purpose of this replat is to subdivide Lot 21 into two separate lots.
A Presubmission Conference was held on October 4, 1995 and Staff recommends
approval with the comments identified at that meeting. The Planning and Zoning
Commission heard this item at their October 19, 1995 meeting and recommended
approval by consent. The Brazos County Commissioner's Court reviewed and
approved this plat at their October 9, 1995 meeting.

SUBJECT: Final Plat -Harvey Hillsides; proposed resubdivision of lot 21, block 3 of the
Harvey Hillsides Subdivision in the City's E.T.J. totaling 4.936 acres divided into
two residential lots. (95-238)
A Presubmission Conference meeting was held Wednesday, October 4, 1995 to discuss the above
mentioned final plat. The following is a list of ordinance requirements identified by the
Presubmission Conference. This list does not relieve the applicant of total compliance with
all current ordinance requirements.
Ordinance Requirements:
_ Note that the 5' x 10' guy anchor easement is being dedicated to the City of Bryan.
_ Show the additional easements as required by the Brazos County Commissioner's Court.
Note the acreage of lot 21 on the original plat drawing.
Add a general note regarding septic systems.
Submit the $200 application fee.
Submit a letter of approval from the Brazos County Commissioner's Court.
