Representative George McLean, CSISD Representative SUBJECT: Final Plat -Shenandoah Phase Three; proposed subdivision totaling 11.013 acres divided into 41 single. family lots generally located southeast of Barron Road, west of Shenandoah Phase Two and north of Hunter Creek Drive. (95-235) A Presubmission Conference meeting was held Wednesday, September 20, 1995 to discuss the above mentioned final plat. The following is a list of ordinance requirements identified by the Presubmission Conference. This list does not relieve the applicant of total compliance with all current ordinance requirements. Ordinance Requirements: Provide a revised master preliminary plat showing the revised phase lines. Clarify the drainage easement between lots 25 and 26 on the plat and in the general notes section as a "public" drainage easement. Label Strausburg Circle so that it is clear that the street name extends on both sides to end at Kernstown Lane. Staff is still working with the Shenandoah Homeowners Association concerning parkland. Parkland dedication for Phases One, Two and Three will be required with Phase Four of this development. If the developer chooses to dedicate money in lieu of land, the following amounts for all three phases will be added to the parkland dedication required for Phase Four: Phase Oy~e 26 lots x $225 per lot = $5,850 Phase Tivo 391ots x $225 per lot = $8,775 Phase Three 41 lots x $225 per lot = $9,225 Total for Phases 1 - 3 = $23,850 PRC Report Shenandoah Three Case #95-235 Page 2 of 2 Comments/Concerns: _ Staff recommended that the developer explore the possibility of installing screening along Barron Road, to the rear of lots 26 - 35, in compliance with the Streetscape Ordinance. This should help soften the impact of the back yard fence line along Barron Road. (Since the preliminary plat for this phase was approved prior to the adoption of the Streetscape Ordinance, screening is not a requirement but a suggestion.) _ Off-site public utility easements may be required to service this phase of the development. Citv Engineer October 12 1995 Ends Statements /Strategic Issues: #2 -Parks & Recreation, & #8 -Civic Pride Item:Consideration of a Final Plat for Shenandoah Phase Three and a Revised Master Preliminary Plat for Shenandoah Phases Two -Five, located southeast of Barron Road. (95-235 & 94-314) Item Summary: This final plat consists of 11.013 acres and is being subdivided into 41 single family lots. The property is currently zoned R-1. A preliminary plat of this property was approved by Council in September of last year. The preliminary plat had shown differenf phase lines than depicted on this final plat. The applicant desired to change the phase lines to avoid having any temporary dead-end streets, where a temporary cul-de-sac may be necessary. Staff concurred with the new phase lines and requested that the applicant submit a revised master preliminary plat depicting these new locations. A Presubmission Conference was held for this plat on September 20, 1995. At this meeting a few comments were raised. Due to the fact that the preliminary plat was approved before streetscape requirements were adopted, streetscape compliance is not mandatory for this plat. However, staff did request that the developer voluntarily comply with streetscape. The Planning and Zoning Commission will hear this plat at their October 5, 1995 meeting. The Commission vote and minutes of that meeting are not available as of this writing. Staff will inform the Council of the Commission's vote during the Council presentation. y ,,}.
