Applicant: Garrett Engineering for Joe Courtney
ITEM: Final plat for Parkway View Addition, consisting of 5 duplex lots on Southwest
Parkway, just north of the Southwest Parkway/Woodsman intersection. This plat
consists of 4.53 acres.
ITEM SLTIVIlVIARY AND STAFF RECOMMENDATION
A preliminary plat for this property was approved by Council in August of this year. At
that time, the plat was approved with the condition that a temporary turnaround be
provided at the end of Southwest Parkway. The applicant has requested that he be able
to construct a gravel turnaround to meet this requirement. Staff would recommend that
the turnaround be constructed with an asphalt surface, similar to our street standards.
This recommendation is due to the following reasons:
1. the increased maintenance time and cost required for a gravel surface,
2. the unknown length of time before the adjacent reserve tract develops (i.e.
how long will we have to maintain a gravel surface), and
3. having the public as well as emergency traffic turnaround on a substandard
surface that during times of bad weather may be in poor condition.
Staff recommends approval of the final plat with the condition that an easement
be provided for the the temporary turnaround and that it be constructed to street
standards.
COUNCIL POLICY ENDS STATEMENTS -The following Ends Statements may or
may not be met with the approval of this request. Council will decide, based on the
information in the staff report and any staff presentations, whether these Ends
Statements will be met with this request.

activities which are geographically and demogrphically accessible and serve a

Education/Information -Citizens benefit from access to broad based
information and knowledge.
Quality Service -Citizens benefit from a reasonable tax revenue for the value
and quality of service delivered.

Employment/Prosperity -Citizens benefit from an environment that is
conducive to .providing diverse employment opportunities.
Civic Pride -Citizens benefit from well planned, attractive residential and
commercial areas.

HISTORICAL OVERVIEW - N/A
ENGINEERING COMMENTS:
Water -Water will have to be extended to serve the last two lots.
Sewer -Sewer will have to be extended to serve all five lots.
Streets -Southwest Parkway is existing, a temporary turnaround will be
required at the end of the streeet.
Traffic -Southwest Parkway is adequate to serve the traffic from this
development.
Drainage -Drainage will be handled at the time of site development.
Flood Plain -N/A
Sidewalks -Sidewalks are existing along Southwest Parkway.
Parkland Dedication -Dedication is required in the amount of $2,250.
SUBDIVISION ORDINANCE COMPLIANCE
This plat is in compliance with the Subdivision Regulations and is in compliance
with the original master plan and preliminary plat.
Oversize Request -None
Proposed Public Improvements -Water, sewer, electrical and a temporary
turnaround.
