AGENDA ITEM NO. 1: The Consent Agenda consists of non-controversial oi°
"housekeeping" items required by law. Items may be removed from the Consent Agenda by any
citizen, City staff member, or Commissioner by making such a request prior to a motion and
vote on the Consent Agenda.
(1.1) Approval of minutes from the meeting of November 2, 1995.
(1.2) Consideration of a final E.T.J. plat of Willow Run Subdivision Phase One. (95-230) ~~

Consent agenda items 1.1, 1.2, 1.3 and 1.4 were approved unanimously by consent.
AGENDA ITEM NO. 2: Consideration of a previously tabled conditional use permit request
to allow the Kanon Bible Church facility to be located at 317 Dominik in the Culpepper Plaza
Phase II Center. (95-712)
Commissioner Gribou moved to remove the conditional use permit request from the table for
consideration. Commissioner Lane seconded the motion which passed unopposed (6 - 0).
Senior Planner Kuenzel stated that the request was tabled to answer the following three questions:
(1) If the church is approved, how would existing sites that currently sell alcohol be affected
upon future repermitting?
(2) Is there a variance procedure to the 300' distance limitation?
(3) Will the Bentley House be restricted from placing refrigerators offering alcoholic
beverages in each room if the conditional use permit is granted?

Item Summary:. The subject property is located at the intersection of Capstone Drive
and I. & G.N. Road in the City's E.T.J. This final plat subdivides 100.76 acres into
eight residential lots. A Presubmission Conference was held on October 25, 1995
and Staff recommends approval with the comments identified at that meeting. Tree
Planning and Zoning Commission considered this item at their November 16, 1995
meeting and recommended approval by consent.

SUBJECT: Final Plat -Willow Run Phase One; proposed subdivision of 100.761 acres into
eight lots located in the City's E.T.J. at the northeast quadrant of the I.G.&N Road
and Cap Stone Drive intersection. (95-230) ~--_
A Presubmission Conference meeting was held Wednesday, October 25, 1995 to discuss the
above mentioned final. plat. The following is a list of ordinance requirements identifiied by
the. Presubmission Conference. This list does not relieve the applicant of total compliance
with all current ordinance requirements.
Ordinance Requirements:
_ Correct the name of Capstone Drive in the vicinity map. (Shown as "Cap Rock Drive".)
_ Reference the volume and page number of the dedication by separate instrument iFor the
adjacent .off site 10' public utility easement along the shared property line of this
development and the Wellborn Road Limited remainder tract.
_ At the bottom of the drawing along Capstone Drive, there is some information missing
that should be included on this plat.

_ Coordinate telephone service details with G.T.E. Representative Laverne Akin at (409)

THE MEETING OF NOVEMBER 16, 1995. THE CITY COUNCIL WILL CONSIDER THE
FINAL PLAT ON THURSDAY, DECEMBER 14, 1995. BOTH MEETINGS WILL BE :HELD
AT 7:00 P.M. IN THE COUNCIL. ROOM OF THE COLLEGE STATION CITY HALL
LOCATED AT 1101 TEXAS AVENUE SOUTH.
