COMMISSIONERS PRESENT: Chairman Hawthorne and Commissioners Lightfoot, Garner and Lane. COMMISSIONERS ABSENT: Commissioners Hall, Gribou and Smith. STAFF PRESENT• City Planner Kee, Senior Planner Kuenzel, Assistant City Engineer Morgan, Planning Technician Thomas and Transportation Planner Hard. AGENDA ITEM NO. 1: The Consent Agenda consists of non-controversial or °'housekeeping items required by law. Items may be removed from the Consent ,Agenda by any citizen,1City staff member, or Commissioner by making such a request prior to a motion and vote on the Consent Agenda. (1.1) Approval of minutes from the meeting of May 18, 1995. (1.2) Consideration of a final E.T.J. plat of the German Acres Subdivision. (95-220;) Consent agenda items 1.1 and 1.2 were approved by unanimous consent. AGENDA ITEM N0.2: Public hearing to consider a conditional use permit for the College Station Junior High School located at 900 Rock Prairie Road to allow portable classroom buildings. (95-704) Senior Planner Kuenzel presented the staff report and informed the Commission that the Project Review Committee reviewed the proposal on May 31, 1995. The Committee recommended approval of the proposed use and site plan with the condition that the replaced landscaping be shown on the site plan. Chairman Hawthorne opened the public hearing. Representative of the applicant, Lisa Cantrell of JCL and Associates, Inc., approached the Commission and offered to answer any questions pertaining to the conditional use permit: request. Chairman Hawthorne closed the public hearing. Commissioner Lightfoot moved to grant a conditional use permit for the College Station Junior High School located at 900 Rock Prairie Road to allow the addition of portable classroom buildings with the staff recommendations. Item: Consideration of a final plat for 19.726 acres divided into 10 lots, German Acres Subdivision.(95-220) Item Summary: The subject property is located along Cain Road west of FM 2154 and east of IG&N Railroad ROW located in the City's ETJ. A Presubmission conference was held on 5-31-95 and Staff recommends approval with the condition the few conditions discussed at that meeting.. This final plat conforms to the preliminary plat that was recently approved by the Council. The Planning and Zoning Commission heard this item at their June 15, 1995 meeting and recommended approval by consent. The County Commissioner's Court has reviewed and approved the final plat.. Financial Summary: NA Staff Recommendation: Staff recommends approval with the presubmissiori conference comments. (95-220) A Presubmission Conference meeting was held Wednesday, May 31, 1995 to review the above mentioned final plat. The following ordinance requirements and comments were made by the various reviewing agents: Ordinance Requirements: _ In the general note section, note that the subject property is not located within. the 100 year flood plain as established by FEMA. _ Show all existing easements on the property and note the volume and page nurnber in which they were dedicated. (Include the existing easements along lots 1 and 3.) Show the proposed utility easement along lot 4. SUBMIT 12 COPIES OF THE REVISED FINAL PLAT AND ONE N[YLAR REPRODUCIBLE BY FRIDAY, JUNE 9, 1995 TO BE INCLUDED IN THE PLAl~TNING AND ZONING COMMISSION PACKETS FOR THE MEETING OF THURSDAY, JUNE 15, 1995. THE CITY COUNCIL WILL CONSIDER THE FINAL PLAT ON THURSDAY, JULY 13, 1995. BOTH MEETINGS .WILL BE HELD AT 7:00 P.M. IN THE CITY HALL COUNCIL ROOM LOCATED AT 1101 TEXAS AVENUE SOUTH.
