For Owner, Edward Froehling ITEM SUNIlVIARY AND STAFF RECOMMENDATION The subject property includes approximately 12.176 acres divided into 39 single family lots bounded by Barron Road to the northwest, Shenandoah Phase I to the southeast, Southwood Valley Baptist Church property to the northeast and the remainder of the Froehling 46 acres to the southwest. The final plat is to facilitate the future development of the Shenandoah Subdivision. This plat was reviewed by staff at a presubmission conference on March 22, 1995. Staff recommends approval of the final plat with the ordinance requirements outlined in the presubmission conference report and the following: The preliminary plat for this phase was approved prior to the adoption of the Streetscape Ordinance. That ordinance would impose screening requirements along Barron Road. Despite the timing of the preliminary plat, staff would recommend that the developer explore the possibility of installing screening along Barron Road in compliance with the Streetscape Ordinance. This should help soften the impact of the back yard fence line and the detention pond along Barron Road. Staff would also request that the developer identify a maintenance entity responsible for maintenance of the screening, if required. COUNCIL POLICY ENDS STATEMENTS -The following Ends Statements may or may not. be met with the approval of this request. Council will decide, based on the information in the staff report and any staff presentations, whether these Ends Statements will be met with this request. Transportation/Mobility - "Citizens benefit from the ability to move into, out of, and within College Station in a safe and efficient manner. " Parks & Recreation - "Citizens benefit from parks space and recreational activities which are geographically and demographically accessible and serve a diversity of interests. '° Health & Public Safety - "Citizens benefit from a reasonably safe and secure environment.. " Education/Information Quality Service - "Citizens benefit, from a reasonable tax revenue for the value and ~ucrlity of service delivered. " Cultural Arts Employment/Prosperity Civic Pride - "Citizens benefit from well planned, attractive residential and commercial areas. " COMPREHENSIVE PLAN - COMPLIANCE W/ GOALS, OBJECTIVES, POLICIES Complies with Land Use Plan?: Yes. The subject property is reflected as low density residential on the Land Use Plan. There are no conflicts with existing development policies. SUBDIVISION ORDINANCE COMPLIANCE The proposed final plat complies with the Subdivision Ordinance and no variances are being requested. It is identical to the Master Preliminary Plat approved by Council September 22, 1994. ZONING ORDINANCE COMPLIANCE The proposed single family residential development is in compliance with all zoning ordinance regulations ENGINEERING COMMENTS AND IMPACT STUDIES Water Availability: Water is provided to the area through an 18" line along Barron Road and a 12" line along State Highway 6. Sewer Availability: Sewer is provided through a 15" sewer line along Barron Road. Streets & Traffic: Access is adequate. Drainage: Drainage is being diverted away from the existing phases of Shenandoah. A detention pond located at the far northeast corner of the project will control. approximately 95 % of the subdivision. The remaining 5 cannot be diverted to the pond and will continue to enter existing streets and storm drains in the existing phases of Shenandoah. This is well within compliance of the College Station Drainage Ordinance. Flood Plain: No floodplain located on the property. Oversize Request: None at this time. Proposed Public Improvements: Streets, sidewalks, water lines, sanitary sewer lines and storm sewer lines. Easement Dedications: As shown on the plat. Sidewalks: Required along one side of Windfree, Tiffany Trail and Kernstown Lane. Parkland Dedication: Will be by fee based on $225 per lot or by land dedication depending on Parks Board recommendation.
