AGENDA ITEM NO. 1: The Consent Agenda consists of non-controversial or
'°housekeeping10 items required by law. Items may be removed from the Consent Agenda
by any citizen, City staff member, or Commissioner by making such a request prior to a

Chairman Hawthorne informed the Commission that consent agenda item 1.3 was withdrawn
prior to the meeting at the .request of the applicant.

SUBJECT: Final Plat -Shenandoah Phase II; proposed final plat of approximately 12.176
acres divided into 39 single family lots bounded by Barron Road to the northwest,
Shenandoah Phase I to the southeast, Southwood Valley Baptist Church property
to the northeast and the remainder of the Froehling 46 acres to the southwest.

A Presubmission Conference was held Wednesday, March 22, 1995 to discuss the above
mentioned final plat. The following ordinance requirements and comments were made by the
various staff members:
DiscretionarX Items:
Explore the possibility of installing and maintaining screening along Barron Road between
the fence line and the right-of--way line. The preliminary plat for this phase was approved
prior to the adoption of the Streetscape ordinance that would address screening along
Barron Road. However, the Planning and Zoning Commission and City Council have the
discretion to apply the Streetscape ordinance with this final plat.
Ordinance Requirements:
_ The storm water detention area, designated as lot 41, should be noted as a "private
drainage easement". Note who is responsible for maintenance of this easement.
_ Parkland dedication in the amount of $225 per lot is required prior to filing the final plat
for record. Staff suggested that the applicant consider the possibility of a land dedication
or a combination of land and monetary dedication. This land dedication is not a
requirement because the preliminary plat was approved with the agreement of a monetary
contribution.

Comments/Concerns:
_ Since a temporary turnaround is not needed at the end of Kernstown Lane, garbage
pickup for lot 6, block 19 and lot 21, block 17 must be from Windfree Drive.
_ Cost estimates are required for all public infrastructure once the construction plans are
approved.
_ Additional easements are required for telephone service lines. Coordinate details with
G.T.E. Representative Laverne Akin at (409) .821-4723.
_ The developer is responsible for supplying street lights for the development including 5'
public utility easements for each light. Staff will request that each easement be shown on
the plat once the final design is completed. At the discretion of the Planning and Zoning
Commission and City Council, the general note pertaining to the 5' utility easement can
remain on the plat until such time that the individual easements can be shown and the
general note removed.
_ The developer is responsible to supply the conduit system throughout the development
and contribute 20% of the total cost of the service. Coordinate details with Electrical Line
Designer Don Lusk at (409) 764-3660.
SUBMIT 1 MYLAR ORIGINAL AND 15 COPIES OF THE REVISED FINAL PLAT BY
FRIDAY, MARCH 31, 1995 TO BE INCLUDED IN THE PACKETS OF THE PLANNING
AND ZONING COMNIISSION FOR THE MEETING OF APRIL 6, 1995. THE CITY
COUNCIL WILL CONSIDER THE FINAL PLAT ON THURSDAY, APRIL 27, 1995.

Item: Consideration of a Final Plat of Shenandoah Phase II located just south
of Barron Road. This plat includes 12.176 acres divided into 39 single family
lots.
Item Summary: This plat includes approximately 12 acres and is in
conformance with the Master Preliminary Plat which was approved by Council
in September 1994. A Presubmission conference was held on 3-22-95. The
Planning and Zoning Commission heard this item at their April 6, 1995
meeting, where they recommended approval by consent with staff
recommendations.
Financial Summary: NA
Staff Recommendation: Staff recommends approval with the ordinance
requirements outlined in the presubmission conference report and the
following:
The preliminary plat for this phase was approved prior to the adoption of the
Streetscape Ordinance. That ordinance would impose screening requirements
along Barron Road. Despite the timing of the preliminary plat, staff would
recommend that the developer explore the possibility of installing screening
along Barron Road in compliance with the Streetscape Ordinance. This
should help soften the impact of the back yard fence line and the detention
pond along Barron Road. Staff would also request that the developer identify
a maintenance entity responsible for maintenance of the screening, if required.

Council Action Desired: Approve plat with condition mentioned above.
