Tlie City of College Station is in agreement with the amounts shown thereon for the two alternates that you will be bidding. It is our understanding that you wish to use "Alternate - B" which is the ADS/RANCOR storm drain system. We have approved this material with cement stabilized bedding for use in a public system. The estimate for Alternate - B is $264,585.46. This is the amount that should be used in the bond you wish to post as a financial guarantee for the final plat for Windsor Pointe. O. Brisben Companies, Inc. of Cincinnati, Ohio and the engineering firm, Municipal Development Group of College Station, Texas since approximately December, 1994. It was necessary for any potential developer to plat the property along the south side of Southwest Parkway, along both sides of the extension of Central Park Lane, which included preparation of impact studies, infrastructure documents, as well as building plans, etc. in order to develop the property as an apartment complex. A local realtor had already handled the rezoning of the property in early 1994 to a zoning district which would accommodate an apartment project. To date, the City has approved the Preliminary Plat for the Windsor Pointe Subdivision, has conditionally approved the building plans for the apartments, and is currently finalizing the review and approval of all construction documents for the infrastructure associated with utilities necessary for the .platting of the property. Approval of the plat by both the Planning and Zoning Commission and the City Council is required prior to filing the plat for record with the County. Filing the plat for record with the County is required before the City can issue building permits for the project. The City's Subdivision Regulations additionally require that infrastructure to support the subdivision must be either .built, approved and accepted by the City prior to filing the plat for record and issuing building permits, or the applicant may submit some type of financial guarantee in lieu of completing construction prior to recording the plat for record. The financial guarantee is based on the applicant's engineer's estimate. To date, the City has not .received that estimate. Parkland Dedication in the amount of $225.00 per dwelling unit is required prior to issuance of a building permit. The Final Plat which is scheduled for consideration by the Planning and Zoning Commission on May 4, 1995, and by the City Council on May 11, 1995, conforms to the preliminary plat as approved by the Commission and Council in January of this year. The building plans have been reviewed several times by all reviewing divisions in the City, and. are currently being review for the final time before issuance of a building permit (following filing of the plat for record). The City's Legal Department is currently working with attorneys for Brisben, as well as attorneys for owners of .property on which off-site easements are necessary for providing storm drainage for this project. Several easement documents and been submitted and reviewed, and the final document is currently being prepared, and must also be filed for record prior to filing the final plat for record. All long as all requirements of the City's Zoning Ordinance and Subdivision Regulations are met, staff has no reason to believe the final plat will not be approved and filed as requested. I asked if that would help them and Tom replied very gruffly that it would not!
