Page: 1 If lJl I_ t /\ ,-" March 13, 1995 -- RE: Sewer Service at 2109 Frost Dear Councilmen of the City of College Station: When I first began costruction of our new house, I met with Lawrence Carter to discuss the possibility of getting sewer service to our residence. I was informed that I would need to file a petition for annexation and a sewer and water service contract in order to proceed with obtaining these services. These two documents were turned in and then I learned of the preliminary and final subdivision plats associated with my one acre lot and the annexation process, what a nightmare! The plats are finally complete after a long drawn _out process of getting everything in order. On several different occassions, after the initial meeting, I met with Mr. Carter or Robert Gadbois. Both of them were aware of my intentions to run a private 4" sewer line in an easement my neighbor, Mike r>1iddleton, granted me and connect to the city's 6" line on Haywood. The reason for going this route was mainly a matter of dollars. The 4" line is going to cost approximately $4,600.00. If i had to run a 6" line in the existing utility easement on Frost Drive, the cost would be approximately $9,000.00 plus engineering costs. Mr. Carter and Mr. Gadbois agreed with the reasoning behind my decision to go with a private 4" line. From these conversations I assumed I would be able to run the 4" line without any problems. Our new house is basically complete and could be ready for move-in in about two weeks. To go with a 6" main sewer line would take at least three months to complete and therefore,is not a consideration because our house is so close to completion. If I am unable to run a private' 4" sewer line I will go with a septic system. Therefore, your approval of the 4" line will be greatly appreciated. I discussed the O'Brien plat with Shirley this AM. Apparently the O'Bries were not willing to meet the County's requirement on the plat. Our conclusion was that until the plat was approved by the County and filed for record there remains a subdivision reg violation and we cannot make any utility connections. I asked Shirley to inform Ed O'Brien and Ray Crow of this position. I also spoke with Joe Brewster today. He says his house is on the market and has conserns re: the plat not being filed due to Dr. Henry's refusal to sign. I suggested he join with the Yillams plat and get his property final platted (leaving Dr. Henry to face building permit, title problems, etc. while Brewster and Yillams solve their problems. Item Summary: The preliminary plat of the subject property includes 5 acres located south of and adjacent to the Foxfire Subdivision. The property is located just outside the City limits. Both the preliminary plat and the final plat show three single family lots to reflect a previous subdivision. Council considered a contract for sewer service on 4-13-95 and approved it contingent upon the property being platted. An annexation petition has previously been accepted by the City Council for Lot 1, but there has been no direction as to when to begin annexation proceedings. Staff recommends approval of both the preliminary and final plats with presubmission conference notes. The County has approved both with conditions which will be met prior to filing for record.
