Dear Mr. Young: In response to your question regarding a portable concrete batch plat for the Universal Computer Systems project and your construction in Pebble Creek Subdivision, Sec. 8.14 of the College Station Zoning Ordinances allows temporary buildings and equipment for uses incidental to construction on premises. Such temporary buildings and equipment shall not be located in the public street and shall be moved on the completion or abandonment of construction. We would consider the Pebble Creek Subdivision and the adjacent Business Center the "premise" for the purpose of multiple construction projects. A batch plant permitted under Sec. 8.14 could not be used for general wholesale, retail or other sales of materials that were not used within the Business Center or Pebble Creek. I understand that you would like to also use this plant for general wholesale, retail or other sales of materials that were not used for your construction projects within the Business Center or Pebble Creek. This can not be allowed under the provisions of Sec. 8.14 of the ordinance. In order to do so you must obtain the appropriate zoning and development permits or place the plant outside of the City of College Station. Additionally, I understand that you will seek disannexation of a portion of your property along the southern side of Pebble Creek to allow you to use property you currently own to use the temporary batch plant outside of the City. While we will assist you in filing a disannexation request, please be advised that disannexation can only be granted by the City Council. If Council does not disannex the proposed temporary plant site, use of the plant would be limited by zoning restrictions to your construction areas described above. Other alternatives for establishing a concrete batch plant facility include obtaining the appropriate industrial zoning classification and developing the plant site in accordance with City codes. \ I hope this response addresses your questions. Boyd Re: Pebble Creek Concrete Batch Plant Water Line Easement Dear Mr. Boyd, As you recall,. in order to gain approval for the operation of your concrete batch plant near the Pebble Creek Development, a fire hydrant was installed from the line in Marsh Drive. Unfortunately, the City still has not received the signed copies of the easement documents for this fire hydrant line as required by the Public Utilities Department. Please locate these easements, obtain the necessary signatures and return them to the City for filing as <soon as possible.
