It is intended to work in concert with the zoning ordinance to give specific_ direction to property owners,' developers, ,and the city itself in "enhancing development within, and along the major public corridors." (p. 5). The success of the Streetscape Plan: will largely be determined by how well .policies and ordinances are written to encourage and direct their implementation. Currently, the City enforces two policies from the Streetscape Plan: 1. Street trees at 4" caliper size 2. Dumpster location and screening from view of the public right-of-way In order to. implement the Plan,. other changes .recommended by .the consultants need to be outlined and reviewed by the. planning staff for consideration. The planning staff needs to first of all identify what changes 'to current policies`. and: ordinances -are. recommended by the Streetscape .Plan: Secondly, the staff needs to decide which of the identified changes will need to be implemented. The third step is to decide what form these regulations will require. A substantial ist of recommendations was formulated in the Streetscape Plan. Sections of the Zoning Ordinance and various policies pertaining to parking .and landscaping were reviewed and the following revisions and.. additions were recommended. The plan, formally adopted by Council last year, taylors modern .urban design criteria to the City. It provides guidelines for bothpublic and private development within thoroughfare corridors. The success ofthe Streetscape Plan will largely be determined by he type of implementation. As an interim Zoning_amendment, the City staff was given authority to apply certain streetscape standards to new sites on a case-by-case basis. Due o the ack of specific ordinance direction, site requirements have. been applied in a conservative fashion. In the interest of equitable application of these standards to all sites, formal adoption of the consultants' recommendations through amendment of the Zoning Ordinance must be made. Such an actiod will give staff much needed `leverage to require desired streetscape elements. The proposed.amendment contains the following provisions: Theme trees: Current landscaping. requirements state that a certain number of points must be met on site,. depending on the site size: Nothing. is specifically required in the frontage areas of sites. Theme trees must be plantedaccording to the map that was prepared as a part of the adopted Plan.. Landscape reserves: The amendment will require additional points based on site frontage. Currently, sites. are required to set parking back at least 8' from the ROW. This area must be grassed and might contain some trees or shrubs. a .. ` The amendment will require a 24' setback area-but allow some parking within it. All existing trees found in this area of sites must be preserved.. This area will contain the theme trees .that will be required according to the streetscape map. Parking lot ` screening ..must also be provided in this area if parking is -to be .located along a frontage road.. '~ Screening: Currently, the. Zoning Ordinance requires "offensive" areas to be screened in a manner I' determined at the discretion of the PRC. The Ordinance. also ,requires a fence between 'commercial and residential properly. Staff essentially took most of the. consultants' recommendations that are found in the Streetscape Plan: and fit them to existing Comprehensive Plan goals and Development Policies. Several issues. that were raised by the Community Appearance Committee. relating to the point system were also included. This amendment will implement the Plan on private development. In addition to the landscaping . requirements that `are .already in .place, the .Zoning Ordinance will now require ..street trees, screening of parking lots, and preservation of large trees along the front portion of properties. The ordinance is intended to provide. for continuity while remaining flexible so as not 'to hinder innovative design. STAFF RECOMMENDATIONS: .Approval of the draft amendment. The.Planning and Zoning Commission discussed the amendment on 10-20-94 and-recommends approval as written by a .vote of 5 to 0. Several. of the Commissioners expressed a desire to see a greater focus placed on outlying areas that have a better potential for development; and for the George Bush Library area.. FINANCIAL SUMMARY: The increase in landscaping requirements will result in .higher costs for :site development, but the difference should be a relatively small .percentage: of total site development. At the treetscape .staff meeting we will. be 'discussing ahe changes we would like to see, keeping in mind the consultants' recommendations. `•I,.CITY OF' COLLEGE STATIOI`I PLANNING DIVISION Preliminary Staff Evaluation of Streetscape Standards .Through the course of preliminary review, the planning staff has -made some determination regarding which. Streetscape .standards should be adopted. The. following .lists the Streetscape standards that are recommended. by staff,: standards that' are not recommended by stair, and standards that need further discussion. Slight changes in .Streetscape recommendations as well as reasoning behind some of the staffs choices are shown in bold. I. General Streetscape Standards A.' Recommended by Staff 1. Require a minimum 24' raised. "landscape reserve" along .major and minor arterials.. In this reserve area, existing trees must be preserved. However, parking is allowed in the reserve area up to 7 contiguous spaces, if screened.. 2: Along major arterials, require one shade tree per 25' of landscape reserve . Two ornamental trees nay substitute for one shade tree (Plant List A grouped as desired). 3. Along Texas Avenue & University Drive, place water oaks at b0' on center. In addition, place 2 crape myrtles per 60' of frontage. (from OV). 4. Along minor arterials,: require one shade. tree or two ornamental trees per 32' of ..landscape reserve (Plant List B grouped as desired). 5: Parking areas along major and minor arterials must be screened with plantings, ...berms, and structural screens.. In addition, require screening of multifamily residential parking areas. 6. Dumpsters, off-street loading areas, .and .utility connections must be screened from streets & adjacent residential areas. Also include multifamily residential areas. B. Not Recommended by Staff 1. For all street trees, .calculate street tree. requirements at 80% of frontage. .This recommendation is not applicable to lots with: minimal frontage. 2. Require irrigation .system for all screening and street tree installation. Hose connections must be spaced at a minimum of 100' . The current 10% point reduction incentive in the .ordinance is preferred. C. Further Discussion by Staff. 1. The Streetscape Plan does not recommend landscaping for collectors. However, residents would be strongly encouraged to plant arge canopy trees and ornamentals in loose informal arrangements in the front yard. Staff needs to establish certain standards=for collectors. 2. Require a minimum. 75' distance from any.parkng area to the trunk of a large canopy tree. Also require. a 3b s.£ raised tree slandper IS parking spaces. The current parking island requirement needs to be reworked to provide more flexibility. and to address traffic issues.. 3, Set minimum standards. for soil depths, dimensions, .and basic composition.. Soil requirements. need to include certain specifications.' 4: Enforce a 12-month amortization schedule. fore. property ownership .changes or building permits along .all major & minor arterials. Some suggestions have been. to enforce a 2-year amortization. schedule, or to set provisions for incentives and grants. for landscaping.: 5. Require a vegetation setback of 20' for streets, driveways, or alleys, and a 45' vegetation. setback for. street intersections. -This requirement involves transportation issues (Ed). II. Streetscape Point Allocation A. Recommended by Staff 1. Require .300 additional :points. for every 50 lineal feetof landscape frontage for. all .major and minor arterials. 2. Require a minimum l' of barricade per 1" of tree caliper if existing trees are to be considered protected. ~~ ~ 3. Allow points for canopy trees only; give no points for shrubs, groundcover, or any vegetation other than trees. Also require a special application for. new canopy trees that are more than 4" caliper. 2. The current ordinance allows 10 points per shrub & 10 points per l00 s.f. of groundcover. Further discussion is needed toestablish legitimate point requirements.
