The original use permit granted in January of 1993 expired and the applicant has submitted a site plan to renew the use permit. (94-713) A Project Review Committee Meeting was held Wednesday, November 2, 1994 to discuss the above mentioned conditional use permit. City Planner Jane Kee moved to recommend approval of the proposed conditional use permit with the following condition: CONDITION OF APPROVAL: Ordinance Requirement: Submit a landscape plan by Wednesday, November 16, 1994 to be reviewed by staff prior to the Thursday, November 17, 1.994 Planning and Zoning Commission meeting. Planning and Zoning Commissioner Lightfoot seconded .the motion to approve with the above condition which passed unopposed (3 - 0). The following is a list of ordinance requirements and general comments identified by the various reviewing agents. This list does not relieve the applicant of meeting all ordinance requirements. PRC Report Sigma Chi Fi°aternity Case #94-713 Page 2 of 3 Ordinance Requirements: Site Plan Related.• _ Provide more information in the title block such as the address, legal description, site acreage, etc. _ Reconfigure the driveway openings to be a maximum of 20' in width on either side of the median. Change the angle of the proposed dumpster _ Show existing water and sanitary sewer mains,.indicating their sizes. Locate existing fire hydrant. _ Provide a vicinity map. Show the adjacent property ownership information. Non-Site Plan Related: _ Submit a monetary contribution in the amount of $225 per bedroom for required park land dedication prior to issuance of a building permit. Submit application and report .for a drainage development permit prior to any site work. Topography; final grading plan and other pertinent drainage information was not included with the site plan. These items .must be submitted, reviewed and approved prior to issuance of a drainage development permit. _ Ensure that leave out pieces are installed in the proposed sidewalk for handicap ramps when forming the driveways. Water and Sanitary Sewer Loads: _ Attach minimum domestic water demand in gallons per minute in order to select the proper meter. (Same applies to irrigation.) _ Staff previously requested thedailysanitary sewer load. The plans received from the engineer in February said 72,000 gallons per day, which seems high; so we asked him to verify his calculations. (This is equivalent to 720 people at the standard gallons each). Install a fire lane sign "designated parking only" at each entrance. Coordinate details with Fire Plans Inspector Tim DeDear at (409) 764-3712. Representative Laverne Akin at (409) 846-2094: The owner is required to place two 4" diameter PVC pipes with pull string from the outside of the building termination (DMARC) to the utility easement paralleling the northeast side of the property or the utility easement paralleling the southeast side of the property. The PVC pipe should ell up 4' at the termination point at the building and be capped. _ The service entrance should be located within 20' of the power service multi- ground neutral and no closer to the power service entrance than 36". _ If termination is not within 20' or power service multi ground, a 8" x 5/8" copper .ground rod must be placed at the base of the termination point. _ G.T.E. will DMARC only on one building. The following comments were made by the various reviewing agents: FIRE: Sufficient fire protection must be .provided before combustibles can be .stored on site. Coordinate details with Fire Inspector George Spain at (409) 764-3709. _ Fire lanes are required throughout the .parking area. A fire hydrant must be located within 300' of any_ portion of the building. and no reater than 500' of the lawn house located in -the rear. g Provide hood and extinguishing systems in the kitchen. AGENDA ITEM NO. 2: Public hearing to consider a conditional: use permit request by Aggie Sigma Chi for a fraternity house to be located on lot 2 of the :Fraternity Row :Subdivision located at Deacon and Wellborn Road. {93-702/ Staff Planner Kuenzel presented the staff report... She stated that the subject. property was obviously :intended for fraternity. use; however, each individual site must come: before the Commission for review and approval Sixteen surrounding property owners were notified of this request with no respanse. Chairperson Hawthorne opened the public hearing. Representative of the applicant Cal :Young approached the Commission and presented a letter of recommendation from the Texas A&M University Department of Student Activities. He stated that the intention of the developer was to create a subdivision specifically for fraternity use. Mr. Young offered,to answer any :questions pertaining to the proposed request. Chairperson Hawthorne closed the public hearing. Commissioner Hall questioned staff as to the absence of a landscape plan: Staff Planner Kuenzel. assured Mr. Hal( that a .landscape plan would -have to be submitted and approved prior to issuance of a building permit. Commissioner Mariott moved to approve a conditional use permit request by Aggie Sigma Chi for a fraternity. house to be located on lot 2 of the Fraternity ,Row Subdivision located at Deacon and Wellborn Road..
