(94-707) A Project Review Committee Meeting was held Wednesday, June 22, 1.994 to discuss the above mentioned conditional use' permit request and site plan. Assistant City Engineer Morgan moved to recommend approval of the proposed use .and site plan as submitted with the following conditions: CONDITIONS OF APPROVAL: An end parking island is required in the southeast parking area near the proposed bus turnaround. Clarify the property lines. _ Provide a vicinity map. ,/~ _ Provide a north arrow. V _ Indicate the square footage of the buildings. _ Show screening details of the proposed dumpster location. _ Show any proposed attached and freestanding signage to be .considered by the Planning and Zoning Commission as part of the conditional use permit request. On page C1, the turnarounds and fire lanes without curbs shall have an 8" red stripe painted on the drive surface with 4" letters stating "No parking, fire lane, tow away". Add "tow away" to he note. On page MEP1, relocate the fire hydrant in the turnaround area as indicated on page C1. An all weather road surface must be installed and fire hydrants operable prior to bringing combustible materials on site. The developer must meet the' requirements outlined in the Drainage Ordinance or obtain an agreement from the .City stating that the City will meet these requirements for you on the adjacent Business Park. The existing street names (Caddie, Birdie, Double Eagle, etc.) should be reversed according to the Pebble Creek Phase Five Master Preliminary Plat. _ Verify the adjacent ownership to the east and south of the subject property. ,~ ~, PRC Report Elementary School #S Case #94-707 Page 3 of 3 Staff Planner Kuenzel seconded the motion which passed unopposed (3 - 0). The following comments were made by the various reviewing agents: COMMENTS/CONCERNS: Make every effort to keep trees and shrubs as far from public. water and sanitary sewer mains as possible. _ For G.T.E. facilities, show two 4 PVC pipes with pull string. The pipe .must be covered by a 10' public utility :easement. G.T.E. will terminate outside (DMARC) not on the inside as shown on the site plan. It is the developer/owner's responsibility to place conduit and cable from G.T.E.'s DMARC point to the mechanical room. Coordinate service details G.T.E. (Both should be extended the length of the property.) 9. -Change the electrical service route that the service will not be a diagonal but will have a 900 and turn from a Junction Box up to the service location: Change the note from "two 4" schedule 40 gray PVC" to "two 6" schedule..." (This needs to be changed on MEP1 drawing.) 10. On page MEPl, relocated the fire hydrant in the turnaround area as indicated on page C1. Comments/Concerns: 1. Change the Street names of the? cul-de-sac street to the correct order. School #5 to be located in the Pebble. Creek Subdivision. ,, ~, ~; Staff Planner Dunn presented the staff report. and recommended approval of the site plan as submitted. The Project Review Committee (PRC) reviewed this project on June 22, 1994 .and recommended approval with .several conditions relating to site plan elements that were .missing, including a .landscape plan. Since that meeting,. the applicant has submitted revised site plans that address the conditions outlined in the PRC report and a andscape :plan which exceeds the minimum point requirements. The applicant. has also included as part of the.. permit request a freestanding sign_as shown on the site plan. Three surrounding property owners were notified with no response. Chairman Hawthorne opened the public hearing. Lisa Cantrell, representative of the College Station Independent School District, approached the Commission and offered to .answer any questions pertaining to the conditional use permit request and site plan. Chairman Hawthorne closed the public hearing. Commissioner Gribou moved. to grant a conditional use permit request for the use and site plan, including the proposed freestanding sign, with staff recommendations. Commissioner Lightfoot seconded the motion which passed unopposed (5 - 0). AGENDA ITEM NO. 5: Consideration of a final plat of the Southwood Forest Phase Five Subdivision. (94-214) Project Engineer McCully presented the staff report and recommended approval of the final plat as submitted. The Planning and Zoning Commission approved the preliminary plat without comment on February 17, 1994 and the City Council approved. the preliminary plat on March 10, 1994. Commissioner Gribou moved to recommend approval of the final plat for the Southwood Forest Phase Five Subdivision. as submitted. Commissioner Smith seconded the motion which passed unopposed (5 - 0). AGENDA ITEM NO. 6: Consideration of a final plat of -the South Creek Phase One Subdivision for the University Commons Apartments. (94222) Assistant City Engineer Morgan presented the staff report and recommended approval with the conditions outlined in the Presubmission Conference Report. The .Planning and Zoning Commission has reviewed and approved a site .plan for an apartment complex on this property and the City 'Council has recently approved the rezoning to Wolf Pen Creek (WPC) for lot 1, block 1 of the subject property. This proposal is fora multi- family project which will have 240 living units on 16.5_ acres for a density of 14.5 units per acre. Most of the project will be located on lot 1,..block 1 with approximately 6 acres located on lot 1, block 2. The WPC zoning district provides for the dedication of the floodplain to the City for future development of public improvements in the corridor. With. this plat, the applicant is dedicating. the floodplain area of lot 1, block 2 to the City.
