SUBJECT: Conditional Use Permit -Post Oak Christian Center; proposed expnasion
of the existing. facility at 4010 Harvey Road to include a meeting room and
parking area. (94-706)
A Project Review .Committee Meeting was held Wednesday, May 4, 1994 to discuss the
above mentioned conditional use permit request and site plan. City Engineer David
Pullen moved to recommend approval of the site plan as submitted with the following
conditions:
CONDITIONS OF APPROVAL:
_ Provide end parking islands for the middle row of parking spaces. The two
islands and grassy strip must total 360 square feet or each island must total 180
square feet.
The two areas designated by striping as "no parking" areas must be curbed.
P&Z Commissioner Larry Mariott seconded the motion which passed unopposed (3 - 0).
The following comments were made by the various reviewing agents:
G.T.E.:
_ Coordinate relocation of existing telephone service lines with G.T.E.

ENGINEERING:
Clearly identify each phase line and what is proposed .for each phase.
_ The throat length of the proposed entry drive from State Highway 30 must be a
minimum of 55' from the edge of .the highway pavement to the end island.
_ Where the proposed driveway. joins the curbs, a minimum 15' radius must be
provided.
_ Submit paving details.
A drainage development permit is required prior to any site work.
Note the exact distance from the center line of Marcy Lane to the center line of
the proposed. driveway opening. along-State Highway 30. This distance must be a
minimum of 275: If this distance cannot be met, a variance'... request must be
granted by the Planning and Zoning Commission as part of the .conditional use
permit.
_ A Texas Department of Transportation .permit will also be 'required for the
proposed entry drive along State Highway 30.
ELECTRICAL:
_ If the electrical service is upgraded for the proposed expansion, the service lines
must be placed .underground and additional easements dedicated.
_ The developer is responsible for the installation of all conduit and 20% of the
cost of electrical service.
Submit load data for the new building.
Show all existing pole locations along the front and rear of the property.
WATER/WASTE WATER:
_ Submit existing and .proposed load data including water demands in gallons per
minute and sanitary sewer loadings in gallons per day.
PLANNING:
_ The landscape plan is not approved as submitted. Staff will work with the
applicant on .obtaining an approved plan.
_ Clarify landscape legend to include sizes of proposed trees. and total points.
Note hose bib locations.
SUBMIT 10 COPIES OF THE REVISED SITE PLAN BY FRIDAY, MAY 13, 1994
TO BE INCLUDED IN THE PLANNING AND ZONING COMMISSION PACKETS
FOR THE MEETING OF THURSDAY, MAY 19, 1994. THE PUBLIC HEARING
WILL BE HELD IN THE CITY HALL COUNCIL ROOM,. 1101 TEXAS AVENUE y
