STAFF COMMENTS:'
Conditional use permits are granted by the Commission, subject to appropriate conditions
and safeguards, when the Commission finds:
A. That the proposed use meets all the minimum standards established in the Zoning
Ordinance for this type of use;
B. That the proposed use is in harmony with the purpose and intent of the zoning
ordinance and the .plan for physical development of the district as embodied in the
comprehensive plan for the development of the'City;
C. That the proposed use will not be detrimental to the health, welfare, and safety of
the surrounding neighborhood or its occupants, nor be substantially or permanently
injurious to neighboring property.

The P.R.C. reviewed this projection April 20, 1994; and voted to recommend approval with the
condition that the applicant provide a paved driveway to the tower. This requirement can be
imposed by the Planning and Zoning Commission.: Such a requirement would be consistent with
standards used at public facilities.
The P&Z also has the discretion to require screening around the base of the tower. The site is
wooded and the applicant intends to maintain as many existing trees as possible. The Commission
may opt to either require screening at this time, or to requirescreening if the tree cover becomes
disturbed. A third option would be no screening requirements at all.
