Conditional Use Permit -GTE Mobilnet .Cellular Communication .Facility; proposed facility to be located on a 1.729 acre tract along State Highway 6 southbound frontage road, just south of Greens Prairie Road. (94-704) A Project Review Committee meeting was held Wednesday, April 20, 1994 to discuss the above mentioned parking lot plan for a conditional use permit. Assistant City Engineer Veronica Morgan moved to approve the site plan with the following conditions: CONDITIONS OF APPROVAL: _ Fire protection must be provided to the site. .The developer must work with Wellborn .Water Supply to ensure that sufficient water supply is available and a fire hydrant is located within 300' of the. propane tank area. _ A landscape plan must be submitted and. approved prior to issuance of a building permit. Show which trees will be saved and how they will be barricaded during construction. Only trees that accrue towards landscape point requirements need to be shown. The proposed gravel surface is acceptable; however, the driveway portion of the site must be paved with asphalt. ,e. PRC Report. The following comments were made by the various reviewing agents: COMMENTS/CONCERNS: _ A drainage. development permit is required prior to issuance of a building. permit. In that application, address the culvert proposed under the drive .opening and provide a separate sheet to include drainage .and topography information. The Planning .and Zoning Commission has the discretion to require screening around the base of the proposed tower. SUBMIT 10 REVISED SITE PLANS BY FRIDAY, APRIL 29, 1994 TO BE INCLUDED IN THE PLANNING AND ZONING COMMISSION PACKETS FOR THE MEETING OF MAY 5, 1994. APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee to the Planning and Zoning. Commission within five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions imposed, and a waiver and surrender of all complaints, defects,.. or potential invalidity, whether under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of the final site plan as approved by the PRC, showing .all changes and requirements imposed by the PRC, and accompanied by a written explanation of those.. items being appealed. Until said copies are. on file, no further development approval shall occur, and no further action by the Commission shall take place. An applicant may appeal only certain aspects of site plan review,. and in the absence of discretionary review by the Commission, or review pursuant' to a petition, all .other aspects of the site plan shall be final.
