Engineering Assistant Tim DeDear, Fire Protection Specialist Laverne Akin, GTE Representative Mike Lavender, TCA Cable Representative Don Fazzino, Lone Star Gas Representative George McLean,' CSISD Representative SUBJECT: Site Plan -Falcon Apartments; two six unit apartment buildings located along the north side of Balcones Drive, just east of Welsh Avenue. (94-503) A Project Review Committee Meeting was held Wednesday, April 20, 1994 to discuss the above mentioned site plan. City Engineer Pullen moved to approve the site plan with the following conditions: CONDITIONS OF APPROVAL: _ Staff expressed concern with the remaining lot with respect to the existing drainage easement. Submit a replat of the property. to reduce or abandon the existing 10' drainage easement prior to additional site plan review of lot C5. PRC Report Falcon Apts Case #94-503. Page 2 _ An access easement must be dedicated between lots C4 and C5. Reference the volume and page number of that dedication on the site plan. _ The conflict with the proposed dumpster locations must be resolved prior to issuance of a slab only building permit. The dumpster located closest to Welsh Avenue is not in accordance with the Streetscape Plan criteria. Relocate it such that it is away from the right-of-way and provide screening details. _ The proposed fire hydrant located in Phase Three must be installed prior to the construction of the buildings in .Phase Two to provide required fire protection. Planning and Zoning Commissioner Herring seconded the motion which passed unopposed (3 - 0). The following comments were made by the various reviewing agents: BUILDING: Provide required handicap parking spaces on the site plan. PARKS: Add a vicinity map and label Welsh Avenue to help locate the subject property. _ Parkland dedication in the amount of $225 per unit must be submitted prior to issuance of a building permit. ELECTRICAL: _ The developer is responsible for the placement of all conduit including 20% of the total cost of electrical service. Submit a letter requesting underground electrical service and agreeing. to pay the associated costs. Provide sizes and. load data of proposed services with the construction documents. G.T.E.: _ The developer is responsible for the installation of all conduit. Provide one 4" conduit to each building in the same trench with electrical service lines. Coordinate details with G.T.E. Representative Laverne Akin at (409) 821-4723. TCA CABLE: Provide one 2 conduit. to each building for cable service. Coordinate service details with TCA Cable Representative Mike Lavender at (409) 846-2044. LONE STAR GAS: _ Coordinate gas service details and necessary easements with Lone Star Gas Representative Don Fazzino at (409) 776-0627. FIRE: Provide fire lane markings in accordance with current ordinance requirements throughout the site. PRC Report Falcon Apts Case #94-503 Page 3 WATER/WASTE WATER: _ Submit construction documents and provide a public utility easement for the proposed fire hydrants. _ In order to distinguish between the phases on the separate site plans, highlight the buildings that are being requested for site plan approval. Show proposed water meter locations.. _ Show private sanitary sewer and water lines. Provide sanitary sewer loadings for the entire project and water demands for each meter. ENGINEERING: _ A drainage development permit is required prior to any site work including the issuance of a slab only permit. In the grading plan required for the permit show the proposed and existing contours including the proposed and existing floodplain. Establish and show minimum finished floor elevations for each building. _ Show all existing sidewalks. Where driveways cross the existing sidewalks, the cross slopes. must meet current ADA requirements for wheelchair accessibility. PUBLIC SERVICES: _ The public drainage easement that includes the creek along the rear of lots C1 through C5, will be maintained in its natural state and in the same condition as it was dedicated to the City. SUBMIT 4 to 8 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE AND LANDSCAPE PLANS ATTACHED AND 4 ADDITIONAL REVISED SITE AND LANDSCAPE PLANS ONLY TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS. APPEAL. PROCESS: An applicant may appeal the decision of the Project Review Committee to the Planning and Zoning Commission within five days after the PRC Committee meeting. Failure to appeal the PRC .action shall constitute a contractual acceptance of all conditions imposed, .and a waiver and surrender. of all complaints, defects, or potential invalidity, whether under state or federal law. An applicant appealing .the decision of the PRC shall file ten copies of the final site plan as approved by the PRC, showing all changes and .requirements imposed by the PRC, and accompanied by a written explanation of those items being appealed. Until said copies :are on file, no further development approval shall occur, and no further action by the Commission shall take .place. An applicant may appeal only certain aspects of site plan review, and in the absence of discretionary review by the Commission, or review. pursuant to a petition, .all. other aspects. of the site plan shall be final. Any notice of appeal shall state with particularity the aspects. which are to be appealed. Coordinate appeal process through Development Coordinator Shirley Volk at (409) 764-3741.
