SUBJECT: Site Plan. - Balcones Apartments; proposed apartments to be located on the northeast corner
of Balcones Drive .and Welsh Avenue; two R-5 medium density apartment lots totalling
32 dwelling units.. (94-502).
A Project Review Committee Meeting was held Wednesday, April 13, 1994 to discuss the above
mentioned site plan. Staff Planner. Sabine Kuenzel clarifie that although the site plan showed five
buildings on five lots, approval would be for the buildings on C-1 and C-2 only. City Engineer Pullen
moved to approve the site plan. Staff ..Planner Sabine Kuenzel seconded. the motion which passed
unopposed (3 - 0). The following comments :were made by the various reviewing agents:
COMMENTS/CONCERNS:
ELECTRICAL:
.Developer is responsible for conduit from transformer or separate conduits for each building may
be provided to avoid a public utility easement. If a single conduit is used a public utility
easement must be provided.

_ It is the developer's responsibility for the placement of all conduit and for payment of twenty
percent of the cost for electrical service. Submit a letter. requesting electrical service and
agreeing to pay the associated costs.
Submit electrical service sizes.
G.T.E: -
_ Provide conduit in same trench as electrical .lines for telephone service. Coordinate service
details with. G.T.E. Representative Laverne Akin at (409) 821-4723.
Will need one four inch stub out for telephone conduit to each building.
T.C.A:
_ T.C.A. cable will need 2" conduit to .each building and needs to be located ten feet within meter
pack. Provide conduit in same trench as electrical lines for cable service. Coordinate details with
T.C.A. Representative Mike Lavender at (409) 846-2044.
FIRE:
Must have twenty feet minimum painted fire lane around buildings as required by ordinance.
_ Fire hydrants need to be located at each entrance.
Curbs must be painted and have the appropriate signage.
ZONING:
_ Show phase line limits.
_ Provide access easements around parking lot driving aisle and include the five aisle on lot C-3.
Provide abutting ownership and zoning.
_ Show calculations for dwelling units per acre.
Show bedroom mix.
_ Show extruded curb and fire lane on site plan.
PARKS:
_ Parkland dedication of $225 per unit is required before issuance of building permit.
_ Submit landscape plan.
SANITATION:
_ Three six yard dumpsters will be required with a 50 feet of clear space in front of the dumpster.
Dumpsters must be screened from streets.

WATER/WASTERWATER:
_ Consider connecting fire hydrant to the waterline on the North side of Welsh.
Installation of waterline can bore under Welsh or run line down Welsh. Provide an easement for
waterline.
One sewer tap needs to be installed for each building.
BUILDING:
_ Must comply with the Energy Code.
_ Check with Building Official regarding handicapped units and parking spaces.
ENGINEERING:
_ Show floodway limits and floodplain limits.
Show drainage, utility, and access easements as indicated on plat.
Show revised floodplain line
Establish minimum. finished floor elevations for buildings.
Driveway on Welsh needs to move to match platted easement.
Show opposite driveway on Welsh on the site plan.
_ Provide a location map for the project.
_ Lot C-5 needs to show. platted drainage easement with the existing platted dimension. At this
time, that easement is 20 feet instead of I0 feet.
_ Sidewalks must meet ADA cross slope requirements across.
Address proposed contours versus existing.
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE
PLAN ATTACHED AND. 4 ADDITIONAL REVISED .SITE PLANS ONLY TO CONTINUE WITH
PHASE IT OF THE BUILDING PERMIT PROCESS.
APPEAL PROCFS5: An applicant may appeal the decision of the Project Review Committee to the
Planning and Zoning (commission within five days after the PRC Committee meeting. Failure to appeal
the PRC action shall constitute a contractual acceptance of all conditions imposed, and a waiver and
surrender of all complaints, defects, or potential invalidity, whether under state or federal law. An
applicant appealing the decision of the PRC shall file ten copies of the final site plan as approved by the
PRC, showing all changes and requirements imposed by the PRC, and accompanied by a written
explanation of those items being. appealed. Until said copies are on file,. no further development
approval shall occur, and no further action by the Commission shall take place. An applicant may appeal
only certain aspects of site plan review, and in the absence of discretionary review by .the Commission, or
review pursuant to a.petition, all other aspects of the site plan shall be final. Any notice of appeal shall
state with particularity the aspects which are to be :appealed. Coordinate appeal .process through
