Representative Mike Lavender, TCA Representative SUBJECT: Site Plan - Pontalba Apartments Pbase One; proposed fourplexes to be located in the 550. block of Southwest Parkway, on the south side of Southwest Parkway approximately 400' west of the intersection of Welsh, and part of a 4.02 acre tract totalling 32 dwelling units. (94-500) A Project Review Committee Meeting was held Wednesday, February 2, 1994 to discuss the above mentioned site plan. City Engineer Pullen moved to approve the site plan as submitted with the following conditions: CONDITIONS OF APPROVAL: _ The issue of fire lane turnaround requirements must be met or a variance granted. Since. the proposed fire lanes exceed 100' in length, an 80' turnaround or a way to connect and loop all drives is required. Suggested that the applicant look into tying into the adjacent Willow-Wick Apartments site. Fire lanes must be designated and marked in accordance with current codes and ordinances. i+- (w. PRC Report Pontalba Site Plan Case #94-500 Page Z _ A landscape plan is. required. prior to issuance of a building permit. Address Streetscape plan requirements .along Southwest Parkway. Points used .for Streetscape. improvements can be included towards the total required points. Utility circulation concerns to be worked out with staff. _ A sidewalk is required. along Southwest Parkway. _ A variance must be granted to the proposed driveway location if it does meet the criteria outlined in the Driveway Access Location and Design Ordinance. City Planner Kee seconded the motion which passed unopposed (3 - 0). The following comments were made by the various reviewing agencies: COMMENTS/CONCERNS: Remove the existing zoning designation on the title block since the project will not come to fruition without the pending rezoning request. _ Expand the parking legend to show future phases if approval for the entire project is desired at this .time. _ On the final plat, dedicate access easements that would allow cross access between all .three lots and ensure that all phases can meet the parking requirements. Concerned about the dumpster location near the entrance along Southwest Parkway. See if the location can be altered so that it is less visible from Southwest Parkway. Relocate the fire hydrant in lot 1 to the nearest landscaped parking island to provide coverage within 300' of the furthest point of all buildings. _ Before combustibles can be .stored on site, fire hydrants must be installed and operable and driving surfaces must be in place. _ If the proposed 20' drainage easement contains any proposed improvements, then the improvements should be shown on the preliminary plat. If the easement does not contain improvements, there should not be an easement dedicating the unimproved ditch to the City for maintenance. The three buildings closest to Southwest Parkway do not have sanitary sewer service shown to the buildings. The electrical department will design the electrical layout; however, the developer is responsible for installing the conduit and paying 20% of the service cost. _ Provide a temporary blanket easement for construction purposes to be released upon the filing of a final plat for record with all necessary easements. PRC Report. Pontalba Site Plan Case #94-500 Page 3 The developer is responsible for providing and installing all conduit and possibly some small splice boxes. Coordinate details with G.T.E. Representative Laverne Akin at (409) 821-4723. _ The developer is responsible for installing all conduit provided by the cable company. Coordinate details with TCA Cable Representative Mike. Lavender at (409) 846-2044. SUBMIT 4 COMPLETE SETS OAF CONSTRUCTION DOCUMENTS WITH REVISED SITE PLANS ATTACHED AND 4 ADDITIONAL REVISED SITE PLANS ONLY TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS. APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee to the Planning and .Zoning Commission within five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether. under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of the final site plan as approved by the PRC, showing all changes and requirements imposed by the PRC, and accompanied by a written explanation of those items being appealed. Until said copies are on file, no further development approval shall occur, and no further action by the Commission shall take place. An applicant may appeal only certain aspects of site plan review, and in the absence of discretionary. review by the Commission, or review pursuant to' a petition, all other aspects of the site plan shall be final. ' Any notice of appeal shall state with particularity the aspects which are to be appealed. City Engineer Pullen moved to approve the site plan as submitted with the following staff comments: COMMENTS/CONCERNS: _ At the time of final plat, the drainage easement width must comply with the Stormwater Management Ordinance. In the southern most corner of the project, provide a 10' public utility easement to run parallel with Christine Lane for electrical and telephone service. Clarify the phase line to include the entrance to the project. _ Note sanitary sewer service as private. w PRC Minutes Pontalba Apartments Case #94-500 ..Page Z Remove the 6" water line. loop located in the middle of .the property. Remove the 12" water line located along Christine Lane. _ The entire site must be marked with fire lanes in accordance with current ordinance requirements. _ Note that the proposed live oak streets are a minimum of 1 1/2" caliber .and 15 gallons. .The dumpster location near Southwest Parkway must be a minimum of 24' in width to contain two dumpsters with a total of five dumpsters throughout the site. Note current zoning district. _ Dimension the southern most parking lot near Christine Lane. P & Z Chairman Hawthorne seconded the motion which passed unopposed (3 - d).
