Plan - H & M Wholesale, Inc.; proposed convenience store to be located on lot 1, block 17 of the Southwood Valley Section 4-B Subdivision on the southwest corner of the Texas Avenue & Deacon: intersection. (94-433) A Project Review Committee Meeting was held Wednesday, February 15, 1995. to discuss the above mentioned parking lot plan. Assistant City Engineer Morgan moved tto recommend approval of the parking lot plan with the following conditions: CONDITIONS QF APPROVAL: Discretionary Items: [~ Staff has the discretion to approve the. aesthetic quality of the proposed wall around the detention areas so that it does not .have to be resubmitted for the Project Review Committee's approval. Since the detention areas. are located in the required landscape reserve; additional vegetative screening: of the wall maybe necessary. The following. is a list of ordinance requirements identified by the Project 1~2eview Committee. This list does .not relieve the applicant' of total compliance with all Current ordinance requirements. Ordinance Requirements: Site Plan Related: Dimension the depth of the proposed parking spaces. The PVC pipe should ell up 4' at the termination. point. The service entrance should be .:Located within '20' of the power service multi-ground neutral and no :closer to the power service entrance than 36". `Tf termination is not within 20' of power .service multi-ground, a 8' x 5/8" copper ground rod must be placed. at the base of the termination point. Coordinate service details with G.T.E. Representative Laverne Akin at (409) 821-4723. ~~_ The customer, will need to supply two 2" conduits from the southwest property corner north to Deacon, then east to the corner of Deacon & Texas Avenue. The customer must also supply two 2" conduits from the. southwest property corner to a point in the south property line where the padmount transformer will: be located. The customer must also supply, conduit from the pad transformer to the meter location, the. size of which will be determined when load information. is available. The customer will. be responsible for approximately 20% of the total cost of electrical service. Coordinate details with Electrical Line Coordinator Don Lusk at (409) 764-3660. APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee to the Planning and Zoning. Commission within five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions. imposed, and a waiver and surrender of all. complaints, defects, or potential invalidity, whether under state or federal aw. An applicant appealing the decision of the PRC shall file ten. copies of I, the final site plan as approved by the PRC, showing all changes and requirements imposed by the ~ PRC, and accompanied by a wntten explanation of those items being appealed. 'Until said copies are on file, no further development approval shall occur, and no further action by the Commission shall take place.. An applicant may appeal only certain aspects of site plan review, and in the absence-of discretionary review by the-Commission, or review pursuant to apetition, all other aspects,of the site plan shall be final Any notice ofappeal shall state with particularity the aspects which. are to be appealed.
