SUBJECT: Parking Lot Plan - U-Haul Storage Facility; proposed facility to be located on lot
8B of the Lakeview Acres Subdivision in the 2800 block of Texas Avenue South.

A Project Review Committee Meeting was held Wednesday, December 28, 1994 to discuss the
above mentioned parking lot plan. Project Engineer McCully moved to approve the site plan with
the following conditions:
CONDITIONS OF APPROVAL:
Discretionary Items:
_ A sidewalk is required along Texas Avenue with ADA ramps at driveway crossings.
_ Note the use of the building broken down by square footage and appropriate parking
calculations shown on the site plan.
Staff Planner Dunn seconded the motion to approve with the above conditions which passed
unopposed (3 - 0). The following is a list of ordinance. requirements and general comments
identified by the various .reviewing agents. This list does not relieve the applicant of meeting all
ordinance requirements.

Ordinance Requirements:
Site Plan Related.•
The proposed 12" curbs will require a variance to the Zoning Ordinance. Submit a
variance request for the proposed curbs or revise the curbs to meet current ordinance
requirements.
Provide paving details.
Move the fire hydrant on the north side easterly to be within the island to prevent
vehicular blocking of the hydrant.
Add a fire hydrant south of the southern drive entrance.
Add fire lanes and signs per Fire Department requirements. Fire markings provided on the
plan anticipate "No" parking or storage at the rear of the building.
_ Show grading of drives and slopes, and existing elevations at match points.
Show limits and elevations of existing drive at the northwest corner of the project.
Show dumpster pad and screening if applicable.
Show irrigation for landscaping. Use an additional plan if necessary to show adequate
detail.
Provide cross section of the front parking stalls, the landscape area and the right-of--way of
Texas Avenue to the existing paving.
Non-Site Plan Related:
A TXDOT driveway permit is required for both access points.
An access .easement will be required on lot 9A for shared access at the southwest corner.
Comments/Concerns:
Coordinate electrical service with Electrical Line Coordinator Don Lusk at (409) 764-
3660. There are two options to serve this property; however, neither option is from the
existing overhead utility lines along Texas Avenue. The applicant is required to pay 20%
of the total cost of electrical service.
For telephone service, place one 3" diameter .PVC pipe with pull string from the utility
easement along Texas Avenue South to the outside termination point on the building. The
PVC pipe should ell up 4' at the termination point. The service entrance should be located
within 20' of the power service multi-ground neutral and no closer to the power service
entrance than 36". If termination. is not within 20' of power service, multi-ground a 8" x
5/8" ground rod at the base of the termination point. Coordinate telephone service details
with G.T.E. Representative Laverne Akin'at (409) 821-4723.

SITE AND LANDSCAPE PLAN ATTACHED TO CONTINUE WITH PHASE TWO OF THE
BUILDING PERMIT PROCESS. COORDINATE FUTURE SUBMITTALS WITH
DEVELOPMENT .COORDINATOR SHIRLEY VOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects,. or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place.. An applicant may appeal only .certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with .particularity the aspects
