SUBJECT: Pay°king Lot Plan. -Brazos B~°ewing Company; proposed micro-brewery to be
located at 201 Dominik Drive, lots 1F-1, 1F-2 and lE of Block A in the Culpepper
Plaza Subdivision. (94-431)
A Project Review Committee Meeting was held Wednesday, November 23, 1994 to discuss the
above mentioned parking lot plan. Assistant City Engineer Morgan moved to approve the site
plan with he following conditions:
CONDITIONS OF APPROVAL:
Discretionary Items
_ A sidewalk is required along. Dominik Drive. Staff recommended a 4' walk placed against
.the back side of the curb nearest the property. The .typical sidewalk detail shown on he
site plan is acceptable; however, it exceeds. City requirements and can be changed to
reflect. the City's standard details if the applicant prefers.
_ The parking island located in ..the southeast. corner of the parking lot can be smaller than
the required 180 square feet as long as it ties into a green space that totals a minimum of
1.80 square feet.
Planning and Zoning Commissioner Garner seconded the motion to approve with the above
condition which passed unopposed (3 - 0). The following is a list of ordinance requirements and
general comments identified by the various reviewing agents. This list does not relieve the
applicant of meeting all ordinance: requirements.

Site Plan Related:
..Note that there is not floodplain on the proposed site.
Note surrounding ownership and zoning classification.
_ Provide curb details for the proposed curb in the rear of the property.
Provide pavement details where the pavement will be replaced.
A fire. hydrant must be located .within 300' from any portion of the building. An additional
fire hydrant maybe required. Staff suggested that a new fire hydrant be located within the
parking island near the front entrance.
_ Show the proposed fire lanes along the edges of each curb. A sign designating fire lanes
throughout the site can be placed at the. entrance, or the fire lane can be extended along
the rear of the proposed parking spaces.
All parking islands must be raised.
The existing landscape plan is acceptable; however, if the plan is changed, a revised
.landscape plan must be submitted prior to :issuance of a certificate of occupancy.
Show proposed dumpster screening details
Non-Site Plan Related.•
A drainage development. permit is required prior to any site work.
Address a letter to Water Wastewater Division Manager Bill Riley requesting to discharge "
this type of waste into the sewer system..
Comments/Concerns:
If the existing- electrical service is upgraded, the service lines must be buried and the
developer is responsible for 20% of the total cost.
Try to keep new trees 1'0' and shrubs 5' away from existing utility lines.
_ Should .there. be any telephone relocation or .addition, notify G.T.E. Representative
Laverne Akin.. at (409) 821-4723.
SUBMIT 6 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE AND LANDSCAPE PLAN ATTACHED TO CONTINUE WITH PHASE TWO OF THE
BUILDING PERMIT PROCESS. COORDINATE .FUTURE SUBMITTALS WITH

APPEAL PROCESS: An applicant may .appeal the decision of the Project Review Committee
to the Planning and Zoning Commission .within five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file,: no further development approval shall occur, and no further action by the Commission
shalt take placer An applicant may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final.. Any notice of appear shall state with particularity the aspects
