The :proposed .rear .access :easement must meet minimum parking lot standards with curb
and gutter. Revise pavement details. (Is a culvert needed? Is typical gutter plan going to
be the access easement-entrance?)
The proposed entrance and exit to the rear yard area should: be relocated to allow required
turning radius requirements.
Better define where curbs will be located. Curbing is required around the perimeter of all
paved sections including interior parking islands. Show curb details.
Remove the fire lane located around the existing T-Canopy and. between the proposed T-
canopy and existing: warehouse' but maintain a minimum 16' driving aisle. Continue the
fire lanes along the existing access drive closest to State Highway 6 all the way to State
Highway` 30. 'Stop the -proposed fire lane in the front -of the existing .sales building
approximately .;.100' from the entrance drive. Coordinate fire lane requirements with Fire
Plans Inspector Tim DeDear at (409) 764-3712:

asphalt. Note that. the "Dwarf Burford Holly" plants can grow to 4' to -5' tall. Staff

SUBJECT: Parking dot Plan - Fury°ow's Quantum Leap Expansion; proposed expansion of
the existing Furrow's site located at 1501 State Highway 6 East Bypass to include
the remodeling of the existing lumber yard area. (94-430)
A Project Review Committee Meeting was held Wednesday; October 26, 1994 to discuss the
above mentioned .parking lot plan. Assistant City Engineer Morgan moved to approve the site
plan with the following conditions:

Discretionary Items:
The site must come into compliance as much as possible with the existing Streetscape
requirements along the State Highway 6 frontage with the use of the existing trees.
Include these Streetscape tree planting details in the revised landscape plan.
Planning and Zoning Commissioner Lane seconded the motion to approve with the above
conditions which- passed unopposed (3 - 0). The following is a list of ordinance requirements and
general comments identified by the .various reviewing agents. This list does not relieve the
applicant of meeting all ordinance requirements.

SITE AND LANDSCAPE PLAN ATTACHED_TO CONTINUE WITH PHASE TWO OF THE
BUILDING PERMIT PROCESS. COORDINATE FUTURE SUBMITTALS WITH
DEVELOPMENT COORDINATOR SHIRLEY VOLK AT{409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days. after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law.. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being :appealed. Until said copies
are on file, no further development approval shall. occur, and no further action by the Commission
shall take place. An applicant may appeal only certain aspects of site plan .review, and in the
absence of discretionary review by the Commission, or review ,pursuant to a petition, all other
aspects of the_site plan shall be final. Any notice of appeal shall state with particularity the aspects
