SUBJECT: Parking Lot Plan - vas°sity Fo~~d Car Deale~°ship; proposed car dealership to be
located on lot 1 of .the High Ridge Subdivision along the south bound State
Highway 6 Bypass frontage road just north. of the Cinemark Theater. (94-429)
A Project Review Committee Meeting was held Wednesday, October 26, .1994 to discuss the
above mentioned parking lot plan. Assistant City Engineer Morgan moved to approve the site
plan with the following conditions:
CONDITIONS OF APPROVAL:
Discretionary Items:
_ Tree plantings described in the Streetscape Plan must be incorporated along the State
Highway 6 frontage of the property.: The details of these plantings can be worked out
later with staff and shown on the landscape plan; however, this is a condition of the final
approval. of the site plan.
Planning and Zoning Commissioner Lane seconded the motion to approve with the above
conditions which passed unopposed.. (3 - 0). The following is a list of ordinance requirements and
general comments identified by the various reviewing .agents. This list does not relieve the
applicant of meeting all ordinance requirements.

Site Plan Related:
Label and show the post development contours.
Curbing is required around the perimeter of all paved sections including interior parking
islands. Show curb and pavement details.
_ Show the dumpster location and proposed screening. Coordinate details with Sanitation
Superintendent Jim Smith at (409) 764-3690.
Show the required number of handicap parking spaces.
Provide dimensions radii on drive entrances. If these dimensions do not meet the
Driveway Ordinance requirements, a variance must be requested.
Show end islands and. interior islands where applicable. Interior islands are not required in
the parking areas not used for public customer .parking; however, provide landscaping in
the proposed end islands in all areas and note that grass or ground cover will be included
in all islands.
_ Coordinate fire lane requirements with Fire Plans Inspector Tim DeDear at '(409) 764-
3712.
_ Show the adjacent water line on the Cinemark tract and note its size. Show the new water
line configuration on the revised site plan.
Show the existing sanitary sewer main in the rear and note its size.
Distinguish the private water and sewer lines from public mains.
_ Attach water demand for domestic water meter including the demands for the separate
irrigation meter.
Attach sanitary sewer loadings in gallons per day

Show any proposed culverts to be located under the drives with the design work.

SUBMIT 8 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE AND LANDSCAPE PLAN ATTACHED TO CONTINUE WITH PHASE TWO OF THE
BUILDING PERMIT PROCESS. COORDINATE FUTURE SUBMITTALS WITH
DEVELOPMENT COORDINATOR SHIRLEY VOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the. decision of the Project Review Committee
to the Planning and Zoning Commission within five .days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver. and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law: An applicant appealing the decision of the PRC shall file ten copies of
the final site plan. as approved by the PRC, ahowing .all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those itemsbeing appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only certain' aspects of .site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects ofthe site plan shall be final: Any notice of appeal shall state with particularity the aspects
