(94-427) A Wolf Pen Creek Design Review Board ''.:Meeting was held Wednesday, October 5, 1994 to discuss the above mentioned parking lot plan. DRB Member Bill Trainor moved to approve the site plan with the following conditions: CONDITIONS OF APPROVAL: Discretionary Items: Expand the proposed parking island located in the northeast corner of the property to include parking space #17 on the revised site plan. Submit details on the drainage to be included in the proposed island. _ Submit an elevation drawing for the' proposed sign including setback information. If the color scheme is the same as the building, the sign can be approved at staff level; however, if a different color scheme is planned, the Design Review Board (DRB) must review the changes. ..- PRC Report Santa F'e Pizza Case #94-427 Page 2 of 3 Discretiona Items cont.Z _ Submit a revised landscape plan to incorporate the revised parking lot islands including barricade details.. (See enclosed Streetscape Plan guidelines for the proposed live oaks and crepe myrtles along: the Texas. Avenue frontage.) The electrical equipment located in the rear of the building should be painted to blend in with the proposed stucco instead of the proposed "Egyptian Nile" color. DRB Member Kay' Henryson seconded the. motion which passed. unopposed (5 - 0). DRB Member Winnie Garner moved to recommend approval of the site plan with the following technical information: Ordinance Requirements: Site Plcrr~ Related: Show the existing water and sanitary sewer mains and their sizes. _ The proposed sidewalk must be a minimum of 6' wide if located against the back of curb. Non-Site Plan Pelated: _ A .drainage development permit is required prior to any site work. along with a letter stating that there will be no additional impervious cover: > Comments/Concerns: Submit electrical load data. If there is any change to the existing electrical service, the lines .will have to be placed underground.. Coordinate details with Electrical Line Coordinator Don Lusk at (409) 764-3:600. Staff would prefer that the electrical lines be .placed underground. _ If the existing 3/4" water meter is not sufficient, submit maximum water demands in gallons per minute for resizing of the meter. _ - A 6" raised curb must be installed around the perimeter of the site including the middle parking row. G.T.E. is presently overhead, coming from. a power pole on the southwest side of the property. There is no problem with the existing configuration; however, if power goes underground and removes the overhead line; then the :developer must provide one 2" conduit with a pull string for telephone service. lines. The conduit will have to be placed from the power pole that the existing overhead line is coming from to the building. SUBMIT 10 COPIES OF THE REVISED SITE PLAN BY NOON ON MONDAY, OCTOBER 10, 1994 TO BE INCLUDED IN THE PLANNING AND ZONING COMMISSION PACKETS FOR THE MEETING OF THURSDAY, OCTOBER 20, 1994 AT 7:00 P.M. IN THE CITY HALL COUNCIL ROOM LOCATED AT 1101 TEXAS AVENUE SOUTH. APPEAL PROCESS: An applicant may appeal. the decision of the- Project. Review Committee to the `Planning .and Zoning Commission within five days after. the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of the final site plan as approved. by the PRC, showing all changes and requirements imposed by the PRC, and accompanied. by a written explanation of those items being appealed. Until said copies are on file, no further development. approval shall .occur, and no further action by the Commission shall take place: An applicant may appeal only certain aspects of site plan review, and in the absence of discretionary review by the Commission, or review pursuant to a petition, all other aspects of the site plan shall be final. Any .notice of appeal shall state with particularity the aspects which are to be appealed. If there is not an existing grease trap, one will need to be installed.
