SUBJECT: Parking Lot Plar1 - Longnri~•e Self Storage; proposed 48,000 square foot storage
facility to be located' at 3 ongmire Drive, tract B of the Ponderosa Place
Section II Subdivision. , - ~ tl,~
A Project Review Committee Meeting was held Wednesday, October 5, 1994 to discuss the
above mentioned parking lot plan. Assistant City Engineer Morganmoved to approve the site
plan with the following conditions:
CONDITIONS OF APPROVAL:
Discretionary Items:
Provide a sidewalk along the Longmire frontage in accordance with the Sidewalk Master
Plan. A sidewalk. should be constructed through the Phase One frontage with this
development.. The sidewalk through Phase Two will be required with the development of
Phase Two or at the time of the final plat, whichever occurs first.
Planning and Zoning. Commissioner Garner seconded the motion to approve with the above
conditions which passed unopposed (3 - 0). The following is a list of ordinance requirements and
general comments identified by the various reviewing .agents. This list does not relieve the
applicant of meeting all ordinance requirements.

Ordinance Requirements:
Site Plana Related:
Show the zoning of adjacent properties.
Show the extent of the concrete more clearly.
_ Show the required 6' screening fence between this property and the adjacent residential
development to the south with this phase of development.
_ Show the surrounding curb cuts both active and inactive and note the distances from the
centerline of the. proposed curb cut. The proposed curb cut does not meet the current
ordinance requirements. due. to the recent approved site plan for the property across
Longmire Drive. A variance request must be submitted along with the curb cut
information by Monday, October 7, 1994 to be considered by the Planning and Zoning
Commission on Thursday, October 20, 1994 at 7:00 p.m. in the City Hall Council Room
located at 1101 Texas Avenue South.
_ Show the barricade details for the post oak tree to remain. (Landscaping in the right-of-
way will not count toward the total landscaping point requirements.)
Attach water demands for the domestic and irrigation services in gallons per minute.
_ Note whether the proposed short fire hydrant lead is a type 1, 2 or 3 configuration
according to City standards:
Relocate the fire hydrant near the proposed entrance to be a maximum of 8' from
Longmire Drive.
_ In Phase II of the project, relocate the fire hydrant between buildings F & D toward the
drive surface to be a maximum of 8' from the driveway.
_ Show the proposed fire lanes.
_ Provide a knox box for the front gate to allow emergency access to the property.

_ Note that a sprinkler system will be provided.
A 6" raised curb must be installed around all concrete or asphalt areas on the site.
Non-Site Plan Related:
A residential unit is not allowed in this zoning district.
Consolidate all of the utilities on one sheet.
There is a minimum 15' separation between buildings if a fire wall is not installed.
A drainage development. permit is required prior to any site work.
The temporary .drive must be either concrete or asphalt and comply with the current
ordinance requirements.. If an alternate surface is proposed, a variance request must be
submitted and approved by the appropriate Board.

Comments/Concerns:
_ Submit electrical load data to determine the number of meters needed and their proposed
location. Provide conduit. along the south and west property lines for service to the
development and future development. The developer is responsible for 20% of the total
cost of electrical service. Coordinate service details with Electrical Line Coordinator Don
Lusk at (409) 764-3660.
_ The private sanitary sewer service will need to tie into the existing manhole at the east
corner of the property.
Fire. hydrants must be installed and operable prior to combustibles being stored on site.
An all weather driving surface must also be installed for emergency vehicles prior to
issuance of a building. permit:
G.T.E. has existing facilities that serve Southwood Terrace Section One (in .the 10' utility
easement on the southeast side of Lodgepole Circle)... G.T.E. will extend the facilities
from that, point; however, the developer is responsible for placing one 2" conduit with a
pull string from the office DMARC to the utility easement along the northeast side of the
property. Provide an occupancy date of the building and the number of lines required.

SUBMIT 8 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH PHASE TWO OF THE BUILDING
PERMIT PROCESS. COORDINATE FUTURE. SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIRLEY YOLK AT (409). 764-3570.
APPEAL PROCESS: An applicant may appeal. the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied. by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal .only .certain. aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final.. Any notice. of appeal shall state with particularity the aspects
