SUBJECT: Pa~°king Lot Plan - Education Station; proposed 4,960 square foot learning center
to be located along Longmire Drive between Pinion and Rock Prairie Road on
tract Al of the Ponderosa Place Section Two Subdivision. (94-425)
A Project Review Committee Meeting was held Wednesday, September 28, 1994 to discuss the
above mentioned parking lot plan. Assistant City Engineer Morgan moved to approve the site
plan with the following conditions:

Discretional Items:
Relocate the dumpster so that it is more accessible and screened from all public rights-of-
way. Coordinate details with Sanitation Superintendent Jim Smith at (409) 764-3660.
Planning and Zoning Commissioner Hall seconded the motion to approve with the above
mentioned condition which passed unopposed (3 - 0). The following is a list of ordinance
requirements and general comments identified by the various reviewing agents. This list does not
relieve the applicant of meeting all ordinance requirements.

Ordinance Requirements:
Site Plan Related:
Show the alternate sanitary sewer service alignment.
Provide a fire hydrant within 300' of all parts. of the buidling as the fire truck travels. If the
proposed private drive is dedicated as a public street, fire lanes will not be required.
However, the fire hydrant must be installed and operable prior to combustibles being
stored on site.
_ Increase the proposed 1 S circular drive to 20' on both sides.
Show the barricade details on the existing trees to be saved.
Provide the scientific names of all plantings.
_ Add the following general note: "All areas disturbed during construction and any areas
not otherwise built or landscaped must be grassed."
_ Note that the site will be irrigated and remove the hose bib locations that will not be
installed.
Show the ownership of the adjacent tract A2.
Clarify the drive locations from the center line of the proposed drive to the first edge of
adjacent drives. Add the following general note: "There are no active curb cuts across
Longmire within 250'."
_ Label the existing sewer main that this development will tie into. Relocate the proposed
sanitary sewer tap out of the public utility easement.
Attach maximum water demands in gallons per minute so that the water meter can be
sized accordingly.
Show the proposed water meter location at the main. If a separate irrigation meter is
desired, provide the proposed demands.
Attach sanitary sewer loading in gallons per day.
_ Provide a 10' public utility easement to cover the electrical service from the transformer to
the building.
_ Provide a 20' public utility easement along the south property line.
If the proposed private drive is dedicated as a public street, street lighting in accordance
with City specifications will be required.

Non-Site Plan Related:
A drainage development permit is required prior to any site work.
_ Underground electrical service is required.
Handicap ramp details do not meet ADA requirements. Provide a 4' landing behind the
proposed ramp.
Comments/Concerns
_ If the subject 40,000 square foot site is sold off of lot Al, a replat must be submitted,
approved and filed prior to the sale.
Address the maximum depth in the detention area.
_ Complete and submit an electrical service request forma
_ The developer is responsible for 20% of the total cost of electrical service. Coordinate
details with Electrical Line Coordinator Don Lusk at (409) 764-3660.
The developer installs conduit from the transformer to the pole location designated by the
City, per City specifications and requirements.
_ Show the proposed padmount transformer location in the southeast corner of the
property. The developer is responsible to install the transformer pad per City design and
specifications.
_ Once the transformer location and route of service is decided by the developer and the
City, the City will provide an electrical layout for the developer to use for installation of
conduits and pads.
Provide a temporary blanket easement for construction purposes followed by a metes and
bounds description or a final plat upon completion to cover all public utilities and to
release the temporary blanket easement.
_ Submit electrical load data including the main disconnect size (outside disconnect is
required) and voltage requirements.
The electrical meter will be located on the building.
Provide two 2" diameter PVC pipe with pull string from the proposed easement along the
south east property line to the outside termination (DMARC) point. The PVC pipe should
ell up 4' at the termination point and the conduit should be capped. Stub the conduit up at
least 3' on either side of the electrical conduit. The service entrance should be located
within 20' of the power service multi-ground neutral and no closer than 36". If
termination is not within 20' of power service, multi-ground an 8' by 5/8" copper ground
rod .must be placed at the base of the termination point. Coordinate service details with
G.T.E. Representative Laverne Akin at (409) 821-4723 .

SUBMIT 8 COMPLETE SETS OF .CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH- PHASE TWO OF THE BUILDING
PERMIT PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIRLEY VOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant. may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, .and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
