SUBJECT: Pay°king Lot Plan -Coca-Cola Bottling Company Warehouse; proposed 14,990
square foot warehouse to be located along Sebesta Road, on lot 2 of the Agency
Records Control Subdivision. (94-424)
A Project Review Committee Meeting was held Wednesday, September 28, 1994 to discuss the
above mentioned parking lot plan. Assistant City Engineer Morgan moved to approve the site
plan with the following conditions:
CONDITIONS OF APPROVAL:
Discretionary Items:
.Relocate the dumpster so that it is more accessible and screened from all public rights-of-
way. Coordinate details with Sanitation Superintendent Jim Smith at (409) 764-3660.
The color samples presented (bronze and red) are acceptable.
A sanitary sewer impact study is required if the developer wants to extend the existing line
across Sebesta Road. Staff will coordinate the sanitary sewer crossing at the cost of the
developer if the impact studies are acceptable and submitted before that section of Sebesta
Road is .completed.

Planning and Zoning .Commissioner Hall seconded the motion to approve with the above
mentioned conditions which passed unopposed (3 - 0). The following is a list of ordinance
requirements and general comments identified by the various reviewing agents. This list. does not
relieve the applicant of meeting all ordinance requirements.
Ordinance Requirements:
Site Plan Related:
_ Provide a second curb cut to meet Fire Department and Sanitation .Department
maneuvering requirements or provide a driveway around the rear of the building. The
driveway locations along Sebesta Road must meet the requirements outlined in the
Driveway Access Location and Design .Ordinance.
Relocate the proposed fire hydrant to the entrance drive.. A second fire hydrant may be
needed depending on the driveway locations. Coordinate details with Fire Plans Inspector
Tim DeDear at (409) 764-3712.
Note what "miscellaneous storage" materials will be stored in the warehouse.
_ Show the lot, block and subdivision of the subject property.
Clarify the site size with heavy phase lines and calculate the total site size.
Calculate landscape point requirements based on 30 points for every 1000 square feet of
site area.
Show the hose bibs as part of the landscape plan if an.irrigation system is not planned.
Submit a landscape plan with one half of the total points required in canopy trees. See the
recommended planting list -plants that are not on this list but proposed to be planted will
not count towards point requirements.
_ Note that the proposed water linelalong Sebesta Road is not part of this project.
Show the power pole locations on the site plan.
_ Attach maximum water demands in gallons per minute so that the water meter can be
sized accordingly.
_ Show the proposed water meter location and necessary easements. If a separate irrigation
meter is desired, provide the proposed demands.
Attach sanitary sewer loading in gallons per day. If a 6" service line is needed, it must tie
into the main in a manhole. The proposed sanitary sewer main must end in a manhole, not
a plug. The proposed main should. be relocated away from the proposed retaining wall.

Ordinance Requirements:
Non-Site Plan Related:
A drainage development permit is required prior to any site work.
Underground .electrical service is required.
_ If the water tap (or taps) will be made off the fire hydrant lead, it will require an additional
gate valve.
Comments/Concerns:
If the subject site is sold off of the original lot, a replat must be submitted, approved and
filed prior to the sale.
Clarify which section of the sewer line is to be done by the City and which is to be done by
the developer.
Fire hydrants must be installed and operable prior to combustibles being stored on site.
An all weather surface must also be installed prior to issuance of a building permit to
provide access for emergency vehicles.
Complete and submit an electrical service request form.
The developer is responsible for 20% of the total cost of electrical service. Coordinate
details with Electrical Line. Coordinator Don Lusk at (409) 764-3660.
The developer installs conduit from the transformer to the pole location designated by the
City, per City specifications and requirements.
_ Show the proposed padmount transformer location. The developer is responsible to install
the transformer pad per City design and specifications.
_ Once the transformer location and route of service is decided by the developer and the
City, the City will provide an electrical layout for the developer to use for installation of
conduits and pads.
_ Provide a temporary blanket easement for construction purposes followed by a metes and
bounds description or a final plat upon completion to cover all public utilities and to
release the temporary blanket easement.
Submit electrical load data including the main disconnect size (outside disconnect is
required) and voltage requirements. The location of the meter will be determined when
the load information is received.
_ Provide two 2" PVC conduits under the driveway 30" deep for a proposed street light
circuit. (Turn up on both ends so they can be found.)

Comments/Concerns (cont.):
Provide two 2" diameter PVC pipe with pull string from the north side of the Sebesta
Road right-of--way to the outside termination (DMARC) point. The PVC pipe should ell
up 4' at the termination point and the conduit should be capped. The service entrance
should be located within 20' of the power service multi-ground neutral and no closer than
36". If termination is not within 20' of power service, multi-ground an 8' by 5/8" copper
ground rod must be placed at the base of the termination point. Coordinate service details
with G. T.E: Representative Laverne Akin at (409} 821-4723 .
SUBMIT 8 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH PHASE TWO OF THE BUILDING
PERMIT PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIRLEY YOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the. PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place. An applicant may. appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
which are to be appealed. Coordinate appeal process through Development Coordinator Shirley
