Director Economic & Development Services Jane Kee, City Planner Natalie Thomas, Planning Technician DATE: September 29, 1994 RE: Pay Parking Lot at 315 Church Street Parking Lot Variances Chairman Hawthorne, and Con~nission Members, The proposed parking lot at 315 Church Street was reviewed by the PRC on August 18, 1994 and approved with conditions as shown in the meeting minutes. On September 14th, Staff received a request for three variances to our standard ordinances regarding driveway throat length, the curbing of a section of the parking lot, and the location of a landscape island. Staff will address these items one at a time, and the Commission may chose to do the same. 1. Driveway Throat Length The Driveway Qrdinance requires a throat length for this application of 25 feet, however due to the small size of the site, only 12 feet is provided. The applicant requests that the 12 foot distance be allowed. Due to the small size of the site, and .the negative impact on the site circulation that strict adherence to this requirement would produce, staff recommends approval of this variance. 2. Curbing of Planting Area The Zoning Qrdinance requires that all parking and drive areas be curbed. The proposed plan showed no curbing within the lot along the frontage with Second Street. The requirement was included in the PRC approval; however the Applicant requests a variance to this requirement. Staff. feels very strongly that curbing should be installed per the ordinance as parking is developed in this area. to avoid repeating situations where the City loses the ability to control the visual and maintenance aspects of a site. Second Street is not curbed along this site, and to only allow wheel stops would create an unxnaintained drainage swale which may force the City into installing curbing in Second Street to alleviate the resulting problem. This site received a setback variance from the Zoning Board of Adjustments to reduce the standard 8 foot setback for parking areas to 2 feet with the condition that this remaining 2 feet be densely planted to soften the visual appearance. Without the protection of the onsite curbing, this area will be subject to erosion as the runoff washes over the plantings rather than out of the parking area at controlled points. Staff feels that to maintain the City's .direction in improving. the appearance of parking in the area, and to avoid problems associated with uncontrolled drainage, that this variance request be denied. 3. End Island Location The site plan reviewed by PRC included a lone parking space against the northern property line which was. separated by a landscape island from the rest of the parking on that row. PRC added the condition that the island be moved to the end of the row to meet the zoning requirement for islands at both ends of all parking areas. The applicant has requested a variance to this. ordinance based upon his opinion that the present layout provides better traffic circulation. Whether the island is on the end or one space off will not affect the circulation .within the site. Having the. island moved to the end will make backing out of the last space a little more difficult, however this is caused by the lack of room in the site, not the location of the island. ~Qur ordinance is .based on defining the parking areas, and softening the end on view of the parking rows to avoid the 'car lot' appearance. Star feels that the minor additional difficulty in backing out of the last space is not reason to avoid the use of an end island as required throughout the City. If the difficulty is perceived to be too great by the applicant,: Staff would rather a parking space be lost than a space be allowed immediately adjacent to the propeifiy line with no knowledge of what will be developed onthe next lot.
