FROM:. Project Review Committee.
A Project Review Committee Meeting was held Wednesday, August 17, 1994 to discuss the
above mentioned parking lot plan. Project Engineer McCully moved to .recommend approval of
the parking lot plan with the following conditions:
CONDITIONS OF APPROVAL:
Discretionary Items:
Increase the height of the berms to vary from 3' to 4' and make them more continuous.
Close the existing curb cut on the north corner of lot 3.
_ Provide a sidewalk along the Texas Avenue frontage road in accordance with the
Sidewalk Master Plan.

SUBJECT: Parking Lot Plan - Southwood Tlalley Turf,• existing turf business located on lots
3, 4 and 5, block 17 of the Southwood Valley Section 4-B Subdivision. The
applicant is proposing to bring the existing site up to code. (94-420)
Show the dumpster location. Depending on the size, screening may be required. If it is a
roll-off dumpster, store behind. the building so that it is not visible from the Texas Avenue
frontage road.

Discretionary Items (cont.):
_ Show the boundary of he outside storage area. The remaining property not included in
the outside storage area must be seeded or sodded.
If truck access is provided to the outside storage area a gravel drive must be installed to
loop around the storage area.
Planning and Zoning Commissioner Garner. seconded the motion to approve with the above
mentioned. conditions which passed. unopposed (3 - 0). The following is a list of ordinance
requirements identified by the various. reviewing agents:

Curbing must be :installed around the perimeter of the parking lot. A "lay-down" curb or a
curb cut could be utilized for. access into the outside storage area.
_ Show the surrounding ownership and zoning.
Bold the area or darken the site under consideration_
_ Provide curbing and paving details or note that they will be built to City specifications.
Label the actual use of the mobile home. and delete the word "mobile home".
_ Dimension the proposed curb cut. The drive entrance must be a minimum of 24' in width
to accommodate emergency vehicles.
Showproposed radius dimensions.
_ Add the following two notes to the landscape plan:
(1) All areas including rights-of-way and adjacent property disturbed during construction
shall be returned to their original condition.
(2) All areas not otherwise landscaped, built or paved shall. be covered with perennial turf
grass.

_ Provide drainage, topography and grading plan for a drainage development permit that
must be issued prior to any site work.
.There is existing overhead electrical service. If there are any changes to the service, it
must be placed underground.

Remove the existing storage .buildings that encroach into the rear easement or apply for. a
license to encroach.
_ Provide a fire extinguisher in the office (2A-lOBC minimum 5 lb
_ A variance was granted. for this business for the required fire hydrant. There is no fire
protection to the site. If the applicant wants to receive. protection, afire hydrant and fire
lanes with adequate turnaround room must be installed.
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH THE SITE REDEVELOPMENT.

APPEAL PROCESS: An .applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC. Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
understate or federal law. An applicant appealing the-decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
.are on file, no fixrther development approval shall occur, and no further. action by the Commission
shall take place.. An "applicant may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission,. or review pursuant to a petition, all other
aspects of the site plan shall. be final. Any notice of appeal shall state with particularity the aspects
which are to be appealed. Coordinate. appeal process. through Development Coordinator Shirley
