He is trying to get a building permit for a compressed natural gas permit in College Station and was frustrated with `how long it is taking to get .his permit approv+~d, and how costly it has been for him as well. He told me that the site they are 1©oking to develop is 14ft by'28 ft in size. He told ma they are tryingto do something good for the .environment but are not able'to get the facility g©ing. He said that it is coshing them more: to put this site in College :station than it is anywhere else. He said he had to spend $8OOp 4n engineering work because of some of city requirements. Mr. Smith said that his local municipal engineer gave him the phone number in the City Manager's Office (:probably from an earlier development letter). Mr, Smith said his engineer has told him of all the problems there are developing in College Station. He also commented that it takes 1.1 people to sign off on the plans and that he has gone from department to department meeting with people. Mr. Smith then acknowledged that he then began to work with Shirley Volk, Development Coordinator: He also commented that the people xevi.awing the documents era "]:oolong at legal briefs" when making decisions. He said that in Bryan people have-:the authority to say yes or no to a question, while in College Station they always have to get someone else to. make the decision. Mr. Smith also said that the requirement of having 20:0 feet between street cuts is a problem because it only allows one entrance. into and out of the site. He said this may be difficult with some. of the vehicles that will come through that site.. Mr, Smith also said he hsd to put a waste site (sanitation dumpster (?~) at the location:, lout did not feel it was appropriate for this site. Mr. Smith also said that his engineer told him that plans will be turned in and sit on someones desk for a month before they are looked at. Mr. Smith said the President of his company: was going to be ready to pull out of College Station soon if he was :'not able to get the project moving soon. He also said .they could to e $100,000 in tax credits if they are not able to,get the facility on line by the first of thee.,y~ar. Mr Smith. said ..that. he has a four page check list of items he has to get through. He- felt this was not appropriate. 'He also said that '.other people who have been building here facilities do not understand why it is taking so long to get through this process'in College Station. I told Mr. Smith that-. we were interested in his feedback and that z would look into his particular case. I old him that the City is interested in improving its development processes and appreciate his feedback.. He was concerned that if I did that. it may cause him problems with City staff as he continues tcs go through thee. process.' They have requested additional information which I concur is necessary to insure the safety of the traveling public. On your design, you.: do not show anything more than the 2 - 18" culverts. The length is not stated nor are flowlines established for the ends of the pipe. In order to assure that after the culverts. are installed that we have roadside ditch slopes no greater than 6:1, we will need a profile for the pipe detailing this information. Because this is a rural roadway section and the speed limit is rather "high, it is extremely important that .you assure that the 6:1 slope can be attained in the ditch section with the proposed culvert. In addition, it appears from the drawing that the pipe i not being placed parallel to the roadway,. thus placing the north end of the pipe extremely close to the roadway. You may not be able to attain the 61 slopes in this area. Furthermore, the paperwork. submitted by you. did not have a safety end treatment (S.E.T.) detail, as a courtesy. to expedite the process, the .City attached our standard S:E.T. I have some concern about this because our standard is for one culvert not a dual pipe system such as yours, so modifications; to tie these. two together will have to be made. Once you have submitted .this.. additional information we will be happy to review and' forward to TXDOT for their '..review and approval. Your .complete and expedient response will' assure that you do not delay your contractor's ability to construct this driveway with the rremainder of his sitework. Attached are sketches which show in profile the relative elevations of the ditch bottom,. the top of the Highway 6 frontage road, and the development site. Also included is a profile of the re-enforced concrete slab which can be installed as a low water crossing in accordance with TEXDOT. We view this as a very practical way to install a transition from the Highway 6 .frontage road to our proposed development without interfering with drainage of any possible magnitude. Six Greenspoint Plaza 12450 Greenspoint Drive, Suite 1260 Houston, TX 77060-1916 Attn: Whitney Smith Re: CNG Compressor Station, 4040 Texas Avenue, College Station TX Driveway Design Dear Mr. Smith, Yesterday I spoke with Richard Mills regarding the design options of this driveway, and he faxed me another concept, that of using a raised asphalt berm across the driveway to prevent runoff from entering the site. After reviewing the sketch provided, we do not feel that this is an acceptable alternative, specifically because the berm would be within the public right of way, which is not allowed. I would like to restate the two options available for this access point. First, because the site frontage is not presently curbed, you may place culverts under the driveway and construct what we call a rural driveway which does not include any curbing. The State requires that the culverts be sized to pass a 5 year storm, so a brief hydrologic and hydraulic study would have to be prepared. Your second option is to install curbing along the frontage road, and construct a standard urban driveway, which is curbed, and is designed to confine the street drainage so it does not enter the site. This option would not require culvert(s), nor a drainage study. The curbing on the frontage road would only need to extend :from the existing curbing at the northern property:corner to a point 15 feet south of the driveway point of curvature. We understand the difficulties involved with the relative elevations of the site and the frontage road, however we have many locations within the City where worse situations have been adequately handled with the second option mentioned above. After discussing the situationwith both Veronica Morgan and Jay Page of TXDOT, then visiting the site, I understand your concerns over the design requirements for a culvert crossing. However Lwould like to suggest a simpler and .possibly less expensive alternative, that being the extension ofthe existing curb on the frontage road past your proposed driveway entrance. Because the curb currently ends at your. southeast property corner, the regrading of the driveway and installation of curbing should beless costly as well as requiring less..design effort on your part. Because this is a state. roadway,: the City will not require the curbing of the entire frontage of this property, just that. portion needed to establish the drive opening. Because I have some serious. concerns with the low water crossing as proposed (including the diversion of water onto your site), I suggest that you explore the curbing .option, and contact Veronica or myself to discuss the results.
