SUBJECT: Parking Lot Plan - Lodgeco Pay°king Lot; proposed parking lot to be located
along Meadowland Street between the existing University Towers and Applebee's.

A Project Review Committee Meeting was held Wednesday, September 7, 1994 to discuss. the
above mentioned parking lot plan. Assistant City Engineer Morgan moved to approve the site
plan with the following conditions:
CONDITIONS OF APPROVAL:
Discretionar~Items:
_ If parking is to be located in an access easement, change the private access easement, to a
"parking and access" easement.
Show the parking lot configuration on the adjacent fourplex lot. A curb must be installed
at the end of the parking lot between the lot and the sidewalk.
Planning and Zoning Commissioner Lane seconded the motion to approve with the above
mentioned conditions which passed unopposed (3 - 0). The following is a list of ordinance
requirements identified by the various reviewing agents:

Ordinance Requirements:
Site Plan Related:
Show curbing around the parking lot islands or add a general note.
_ Show opposite and adjacent drives along Meadowland.
Show curbing along the north side of the parking lot adjacent to the 8' sidewalk.
Circulation aisles must be a minimum of 56' from one end of the parking lot to the other, it
currently measures 55'.
Show surrounding ownership and zoning information.
Show fire hydrant location.
Add the following two notes to the landscape plan:
(1) All areas including rights-of--way and adjacent property disturbed during construction
shall be returned to their original condition.
(2) All areas not otherwise landscaped, built or paved shall be covered with perennial turf
.grass.
Comments/Concerns:
Engineering is concerned about the elevation change between the subject property and the
remaining lot with frontage along Texas Avenue. Submit a letter stating that the drainage
problems of both lots must be handled with the development of the lot with Texas Avenue
frontage. The letter should state that this .information will be disclosed upon the sale of
the property.
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH THE SITE REDEVELOPMENT.

APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within .five. days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file,. no further development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only certain. aspects of site plan review, and in the
absence of discretionary. review by the' Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
