SUBJECT: Parking Lot Plan - ~1 Chico Restaurant; proposed restaurant to be located
on the northwest corner of Texas° Avenue and Holleman Drive, previously
Charlie's Night Club. (94-409)
A Project Review Committee meeting was held Wednesday, May 25, 1994 to discuss the
above mentioned parking lot plan. Assistant City Engineer Morgan moved to approve
the site plan with the following .conditions: '
CONDITIONS OF APPROVAL:
_ Coordinate landscaping. along the frontage of Holleman Drive with staff. There
are. Streetscape requirements that :must be met; however with the concebtration
of utility lines, a landscape berm with shrubbery may be acceptable.
A sidewalk is required along the frontage of Texas Avenue and Holleman Drive
that can be integrated with the .proposed landscaping. Coordinate with staff the
American Disabilities Act wheelchair ramp and crosswalk requirements.
_ A smaller 14 yard self contained roll-off. trash compactor is required that must be
screened from all public rights-of-way. The proposed location should be
relocated towards the rear of the building and screening details shown.
_ Extend the "proposed walk" along the front of the property to continue along the
south side of the handicap parking space nearest Holleman Drive. right of way.

P&Z Commissioner Smith seconded the motion. which passed unopposed (3 - 0). The
following comments by various staff members are code requirements that must be met:
ENGINEERING:
_ A drainage development permit is required prior to site work.
_ The driveway location along Holleman Drive is acceptable and was approved with
the previous Charlie's Night Club.
PLANNING:
_ All plant material referenced in .the landscape legend must be shown on the site
plan. Ensure that the proposed plantings at the entrance drive along Holleman
will not cause sight distance problems.
_ The proposed parking island located between the building and dumpster location
must be a minimum of 180 square feet.. The landscaped area that the island ties
in to can also be counted in order to meet the minimum square footage.
FIRE:
_ Fire lanes must be provided in accordance with current ordinance requirements.
WATER/WASTE WATER:
Show the actual location of the existing 18" water line along Texas Avenue.
_ Submit water demands and sanitary sewer loadings including minimum, maximum
and average demands.
Show the grease trap location on the utility layout plan.
_ The vault for the proposed sprinkler system must be contained in a public utility
easement.
ELECTRICAL:
_ Provide two 4" conduits from Holleman to the transformer location in the rear of
the building and two. 4" conduits from the transformer to be stubbed out on the
adjacent property to the north where the City's water tower is located. Each of
these areas must be covered with a 20' public utility easement.
_ Within the next two years, the overhead electrical lines along Texas Avenue and
Holleman Drive will be relocated underground. Staff would like to install conduit
with this construction and obtain necessary easements.
It is the developer's responsibility .for. the .placement of all conduit .and for
payment of twenty percent of the cost for electrical service. Submit a letter
requesting electrical service and agreeing to pay the associated costs.
Submit electrical loading demands, size of service, and load calculations.

G.T.E.:
Telephone service lines will. be placed in the same trench as electrical lines as
much as possible. Provide two 2" conduits from the building to the first power
pole along Texas Avenue. Coordinate telephone service. details with G.T.E.
Representative Laverne Akin at (409) 821-4723.
T.C.A:
_ Provide one 2" conduit to the building for cable service. .Coordinate service
details with T.C.A. Representative Mike Lavender at (409) 846-2044.
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE
REVISED SITE AND LANDSCAPE PLAN ATTACHED AND 5 ADDITIONAL
COPIES OF THE REVISED SITE AND LANDSCAPE PLANS ONLY TO
CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review
Committee to the Planning and Zoning Commission within five days after the PRC
Committee meeting. Failure to appeal the PRC action shall constitute a contractual
acceptance of all conditions imposed, and a waiver and surrender of all complaints,
defects, or potential invalidity, whether under state or federal law. An applicant
appealing the decision of the PRC shall file ten copies of the final site plan as approved
by the PRC, showing all changes and requirements imposed by the PRC, and
accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no .further .action by the
Commission shall take place. An applicant may appeal only certain aspects of site .plan
review, and in the absence of discretionary review by the Commission, or review
pursuant to a petition, ..all other aspects of the site plan -shall be final. Any notice of
appeal shall state with particularity. the aspects which are 'to be appealed. Coordinate
