Senior Planner Mark Smith, Director. of Public Services Laverne Akin, GTE Representative Daron Walding, TCA Cable Representative SUBJECT: Parking Lot Plan -Mini Storage Complex; proposed facility to be located on Manuel Drive at Cornell, lot 5 blockl of the K.F.O. Addition. (94-406) A Project Review Committee meeting was held Wednesday, April 13, 1994 to discuss the above mentioned parking lot plan. City .Engineer. David Pullen moved. to approve the site plan with the comments as outlined in .this report. Staff .Planner Kuenzel seconded .the. motion which passed unopposed (2 - 0). The following comments were made by the various reviewing agents: COMMENTS/CONCERNS: ENGINEERING: _ The radii of the driveways must meet the minimum requirements or seek a variance. _ Show cross street and adjacent driveways. Driveways must comply with driveway ordinance or seek a variance. _ briveway width on Cornell must be widened or seek a variance. ° Mini Storage Complex ° Case #94-406 Page 2 of 3 _ A variance .request must be submitted to address the driveway throat length, driveway radii, and driveway width. Show the opposite and adjacent drive openings on the site plan prior to .consideration of the variance request by the Planning and Zoning Commission. Submit the variance request and revised site plan by noon on Friday, May 13, 1994 to be considered by the Planning and Zoning Commission on May 19, 1994. PLANNING: _ If there is an office, then bathroom facilities are required according to the Standard Building Code. Also, parking requirements would be applicable. If no office is planned, then make a note that all 13,200 square feet are to be used for storage only. FIRE: _ Afire hydrant must be installed to provide fire protection. It can be on the existing line on the North side of Manuel as shown on the site plan. ELECTRICAL: _ It is the developer's responsibility for. the. placement of all conduit and for payment of twenty percent of the cost for electrical service. Submit a letter requesting electrical service and agreeing to pay the associated costs. Submit electrical loading demands, size of service, and load calculations. _ Determine if service meter is to be located on a pole or a transformer. G.T.E.: _ Telephone service lines will be placed in the same trench as electrical lines. as much as possible. Place conduit .from the building to stub .out:. 2' from the transformer. Coordinate telephone service with G.T.E. Representative Laverne Akin at (409) 821-4723. T.C.A: _ Coordinate cable service with T.C.A. Representative Mike Lavender at (409) 846-2044. WATER/WASTE WATER: _ Install waterline for property. If boring under Manuel, then a profile of the waterline needs to be submitted. PARKS: _ Hose bibs need to be installed every 150 feet to maintain landscaping or install a sprinkler system. SANITATION: _ A -400 gallon side loading dumpster :needs to be located behind the building on the Manuel. Show the location and how the dumpster will be screened. SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE AND LANDSCAPE PLAN ATTACHED AND 4 ADDITIONAL REVISED. SITE PLANS ONLY TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS. Mini Storage Complex Case #94-406 Page 3 of 3 APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee to the Planning and Zoning Commission withim five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions imposed, and a waiver and surrender of all complaints, defects, or potential. invalidity, whether under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of the final site plan as approved by the PRC, showing .all changes and requirements imposed by the PRC, and accompanied by a written explanation of those items being appealed. Until said. copies are on file, no further development approval shall occur, and no further action by the .Commission shall take place. An applicant may appeal only certain aspects of site plan review, and in the absence of discretionary review by the Commission, or review pursuant to a petition, all other aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects .which are to be appealed. Coordinate appeal process through Development Coordinator Shirley Volk at (409) 764-3741.
