Those items will be placed on the agenda far consideration at the regular meeting on Wednesday, February 23, 1994 at approximately 10 a.m. When I was making up the Files for your plans, I not iced...yau had an autdoor patio shown. I called Nir. Castilla to check tc~ see if he had included parking far that, and he replied that he had been tall, along with yau, that parking was not required for outdoor seatin areas. g I checked with Sabine Kuenzel, the Staff Planner you had worked with, and she explained tha during her meeting with ,you the questionof .outdoor.. seating came up. Iier explanation to ,you was .that if you 'only have an area"to seat people while they are waiting for tables, parking does not need to be' provided. She went on to saythat she explained that outdaar dining areas must be included. in areas far which parking must be supplied. 'When I conveyed this information o Mr. Castillo, he-replied that was not-what you and he were told, therefare,the outdoor patio area had not` been included in the parkins; requirement. I'm very sorry if there-was a misunderstanding about this requirement, but i at Least ifl years of the time during which I have been employed,by the City, parking has been required far outdoar'seatng, so i am cextain it was Just that'- a misunderstanding. The City of College Station Engineering Staff has recently informed your contractor on the above referenced site that the parking lot is not constructed. in accordance with the approved plans: The parking lot grades shown. on the grading and drainage plan were established by your engineer to comply with the City of College Station's Drainage. Ordinance.; The southerly portion of the parking lot was specifically designed to detain storm water before it :enters the downstream. system. As constructed, it does not serve-this purpose and, worse yet, directs the flow from the. parking lot away from the original designated outlet. At this point we have left word with your contractor that this problem needs to be resolved before a certificate.. of occupancy can be issued, and with this letter, we notify you of the same information. The options you have are: Have your engineer determine if the. existing pavement grades can perform the function that the original design intended, and if so, prepaze and submit a revised site plan and report .accordingly. 2. Effect minor modifications to the parking area to meet the City ordinance. Replace the reaz parking lot area to the grades on the approved plans. It is unfortunate. that we need to inform you at this rime of the improper concrete pazking lot grades placed by your contractor and the problems this will create in the timing of your certificate of occupancy process, but it is an issue that should be addressed as soon as possible. Our planning staffhas also identified several area of non-compliance which will also hold up the issuance of the certificate of occupancy. Those areas are the lack of a screening fence around the dumpster area, the fact. that the entire parking lot is full of debris and dirt, and the landscaping is not complete. The last item is one that can be addressed by means of a financial guarantee, but the other items require compliance prior to issuance of a certificate of occupancy: If we can clarify any questions you may have please do not hesitate to call. First of all, Mr. Janak and I did reach a conceptual agreement as to .extending the Swale. and using rock to buffer the flows rattier than grass, in an effort to allow your client the most efficient means of handling this situation. However, your submittal does not include the detention calculations .necessary to determine if the resulting. detention meets our drainage ordinance. As explained to Mr. Janak by phone last week, we will need to see the revised detention routing calculations to show that the developed peak flows are equal or less than the flows from the undeveloped site, for all 5 design .storms. This is the same. process that was performed for the original approval. The mention of a concept to meet the ordinance does not meet the requirements to show the compliance through engineering calculations. I also reminded Mr. Janak .this morning. that there are three solutions to obtain the Certificate of Occupancy. The first is through a Temporary C.O. agreement whereby non safety .related issues may be financially guaranteed for a short time frame rather than completed. As explained to Mr. Janak last week, this requires the drafting of a legal agreement which is currently taking about a week to put .into place. The :second option is to reconstruct the parking area to meet the grades on the approved plans, where the detention had already been reviewed and approved. The third option is to gain approval of another means of meeting the detention requirements, and then revise the site accordingly to meet the revised method. Until the detention at the site is bonded in accordance with our Temporary C.O. Agreement or meets an approved design in the field, we are unable to issue a C.O. We are equally open to all three options, and await your direction as to the desired method. Please do not hesitate to contact me should you have any further questions. There are several items that are listed below that you must ..address in your final report, however because of calculations I have .performed independent of your submittals, I believe that your alternate B weirs, once in place, are the only solution proposed which will meet the City's Drainage Ordinance. Therefore, the following will be required prior to the issuance of a C.O. 1. The closure of the western most weir from the parking area 2. The modification of the weir adjacent to the grate inlet to provide a clear width of 24 inches 3. The modification of the easternmost weir to provide a clear width of 18 inches 4. The installation of a concrete speed bump between the islands leading to the La Quinta parking at a minimum height of 3 inches and sealed to the curbs at both ends. 5. The installation of a minimum 12 inch wide island drain through the island. at the southeast corner of the site to allow the drainage of the water from the eastern parking of this site as well as the La Quinta site. 6. The approval of a revised drainage report based on the original approved report, but including the changes described above (and below) to account for the altered paving ;grades. As none of the hydrology has changed, all that will be required is a revised storage volume/outflow table sheet, and the routing runs. for the 5 storms as described in A through C below.. It is important to note that the calculations provided to me today do not yet accurately reflect the site conditions, and it was onlythrough my own efforts that I established that the selected alternate will suffice. However because an outside engineer is required to provide these calculations, I am offering E-idme of Texas A&M dlnivecsety o~ , ~. the following revisions to your detention. calculations for your consideration and appropriate action in order that you obtain a similar acceptable result.. A. It is apparent that your nputhydrographs for the l00 and 50 year storms are switched. B. Your storage and discharge tables start at the elevation of 33.30 while the easternmost weir has a flow line elevation of 33.05 according to the as-built plan provided I suggest you utilize the additional volume and depth {to avoid exceeding the curb depth). C. In checking your detention storage, I obtained a volume roughly 26% more than that included in your tables. I suggest you consider re-calcing your volume to use the new grades to improve the detention performance. Though you have offered the extension. of the concrete Swale, it is not required by our ordinance so it will not be required for your CO. Per our conversation, I will be providing this information to the site superintendent, so he can work on the physical changes while the report is being revised.
